Introduction
The Parliamentary Maintenance Services Team (PMST) remit includes the buildings, engineering systems and furnishings to ensure a fully functioning, safe working environment equipped for the demands of the 21st century. We support both the Houses of Commons and Lords to carry out their work in a clean, comfortable, safe and efficient environment.
The projects team are an integral part of PMST and provide a flexible service to a variety of internal customers. We have a broad remit from asset replacement and fabric preservation to small projects which add value across the estate.
The Role
The post holder will be responsible for the delivery of a number of Projects typically around £50k - £2m.
Key duties will be to ensure PMST projects are procured and delivered in compliance with specifications, Parliamentary design standards, CDM regulations, PCD procurement requirements, and the House's financial regulations, to the satisfaction of the end user.
The post holder will be responsible for developing business cases, design, procurement, construction and handover for a range of Projects across the Parliamentary Estate. Fundamental to this will be the ability to communicate well with an array of stakeholders and clients at various levels of the organisation.
Some of the responsibilities for this role include:
- Review Project requests
- Meet with the Requester / Client / End User, agree the full scope of works required and ensure it is accurately recorded
- Obtain costings and further develop a business case
- Appoint a design team and manage the design and CDM aspects of the project brief
- Undertake all necessary stakeholder engagements to facilitate progression of the work
- Supervise all works in progress, undertake Site Safety Audits
- Co-ordinate quality inspections and planned / reactive stakeholder engagement
Skills and Experience
To be successful in this role you will demonstrate:
- Minimum NVQ L4 in a construction related topic (e.g. Electrical Engineering or Building Services) or the 5 years equivalent work experience; PRINCE2 Foundation; Agile PM Foundation; APM Project Management Fundamentals; Public sector experience and ideally an understanding of political sensitivities
- Knowledge of how construction/refurbishment/conservation projects are delivered
- Knowledge of process for appointing and overseeing external consultants and contractors
- Demonstrable financial and budget management skills and the understanding of the change control process
- Evidence of planning and organising project documentation
- Ability to communicate confidently and effectively and the demonstrable commitment to a work environment of mutual trust and respect, where diversity and inclusion is valued
