Job Purpose:
To support and deputise for the Director of Education (DDE) in leading, managing, and coordinating the work of the Diocesan Board of Education. This includes supporting the DDE in providing effective services to schools, acting as an ambassador for the diocese, and managing the day-to-day organisation and related work of the Education Team.
The role involves managing all matters related to school sites, land, buildings, and estates, ensuring the protection of Trustees' assets. It also includes overseeing the delivery of the School Condition Allocation (SCA) funding for the Diocese of Hereford (approximately £1,000,000), managing the capital programme, and ensuring statutory compliance. As the lead diocese in pooling arrangements with other dioceses, oversee the effective expenditure and reporting for SCA.
Leading the management, training, and compliance of governance and admissions for maintained and academy schools, including those within multi-academy trusts.
Accountabilities:
Strategic Leadership- Deputise for the DDE in all aspects of work.
- Represent the DDE and diocese at meetings as required.
- Contribute to the development and implementation of the Education Team strategy.
- Ensure effective communication and collaboration to enhance the value of the DBE to its schools and academies.
- Support a high-performance team culture.
- Develop and implement local policies aligned with national expectations, and ensure they are understood and shared through training and support.
- Establish credibility and professionalism, managing strong relationships with internal and external partners.
- Maintain effective contact with church schools and academies, fostering relationships with the Diocesan Board of Education.
- Participate in the work of the DBE and attend meetings.
- Manage the Consents Sub-Committee and Schools Conditions Allocation Committee.
- Assist the DDE in presenting reports to the DBE.
- Represent the Diocesan Board of Education nationally, regionally, and locally as appropriate, to stay informed of new directives, legislation, and initiatives.
- Provide high-quality advice, support, and training to headteachers, staff, governors, and clergy.
- Enhance the school/academy support programmes delivered by the Education Team.
- Support the management, marketing, and delivery of annual partnership agreements.
- Create tenders for specific appointments.
- Monitor the Education Team's income and expenditure, providing reports to the DDE and DBE.
- Maintain and update Charity Commission returns and information.
- Manage the diocesan SCA capital programme and reporting functions. Lead reporting on capital project expenditure for dioceses with pooling agreements. Support schools on estate management and advise trustees, governors, and headteachers on land and asset responsibilities.
- Coordinate statutory transfers with local authorities.
- Prepare and present reports to the Diocesan Board of Finance regarding church school sites.
- Represent the diocese on national working groups related to new school builds, free schools, and net zero carbon initiatives.
- Represent the diocese on local capital boards, safeguarding interests.
- Support academy conversions, ensuring compliance with Church Supplemental Agreements and Model Articles of Association.
- Understand school and trust governance and admissions policies to support and advise schools on compliance and legislative updates.
- Ensure changes to voluntary aided and trust admissions are reviewed and approved by the DBE.
- Act as Company Secretary for DHET Ltd, liaising with trust members and directors, including interviewing new appointees.
- Communicate effectively with team members through records, updates, and timely documentation.
- Keep the diocesan education web pages current and accurate.
- Maintain confidentiality regarding school and inspection information.
- Keep electronic files organized and up-to-date.
- Engage in personal and professional development to meet job demands, including training and staying informed of developments in church school education.
- Attend in-person inspections for Ofsted and SIAMS.
- Build strong relationships with schools and multi-academy trusts within the diocese.
- Respond promptly and courteously to enquiries and calls.
- Undertake additional duties as reasonably requested.
The Education Team supports 78 church schools and academies across four local authorities. Responsibilities include managing the School Condition Allocation, supporting the Education Team budget, promoting Net Zero Carbon initiatives, and ensuring statutory compliance in governance and admissions.
