Job Description

There is currently one permanent, full-time post.

The post holder will report to the Assistant Programme Manager (Fabric) and will be responsible for:

  • Assisting the implementation, delivery, and monitoring of an effective fabric programme of refurbishment projects and improvement works for Council assets, ensuring compliance with applicable legislation and statutory requirements.
  • The co-ordination, design, implementation, and delivery of multiple assigned bespoke projects within the agreed timeframes or specific deadlines.
  • The provision of a full architectural design service and the preparation of full design packages for use in procurement exercises.
  • The development of design briefs and the procurement, appointment, and management of consultancy services required in respect of assigned projects.
  • The project management of assigned architectural projects in compliance with the RIBA stage plan and agreed project management methodology, resolving any immediate issues arising.
  • Ensuring effective financial management and high quality, responsive and integrated customer focused services for the assigned fabric programme of work and assigned bespoke projects.
  • The co-ordination of architectural projects with the unit's wider range of M&E programmes and projects and other programmes of work across the department and wider organisation.
  • Providing specialist professional and technical advice and guidance on all property-related matters as required.

TheProperty and Projects Departmentoverseesthe council's capital investment programmes, which include more than200 live projects valued at over £200 million. Key responsibilities include:

  • Project Management Unit- Operating thePortfolio Office, ensuring the effective delivery of capital projects.
  • Estates Management Unit- Managing council land, property assets, andinvestment portfolios, supporting urban regeneration.
  • Programme Delivery Unit - Leading the design, construction, and delivery ofphysical regeneration projects.
  • Property Maintenance Unit- Ensuring council buildings remainlegally compliant, safe, and fit for purpose.

This department plays apivotal role in shaping Belfast's built environment, ensuring council assets are strategically developed and maintained to support the city's growth.
