Product Manager - Data/Technology (Public Sector)
Rate: Up to £450/day (Inside IR35)
Start: ASAP (realistic start no later than 12 January 2026)
Contract Length: Until end of March 2026
Location: Majority remote (UK-based), with occasional travel to London or Manchester (1-2 days per month)
We are supporting a consultancy delivering a major strategic technology and data programme within the public sector and are seeking an experienced Lead Product Manager with strong data and technical product experience.
The role sits within a Data Spine initiative, focused on providing a consistent and governed approach to linking and sharing data across services. The aim is to improve data quality, interoperability and reuse, enabling better operational delivery, insight and decision-making while meeting governance and assurance standards.
You will own day-to-day product responsibilities, working closely with delivery teams, and partner with another Lead PM who acts as the primary interface with senior stakeholders. This role is focused on team-level delivery, discovery and maintaining momentum.

Key Responsibilities
- Define and maintain the product vision, strategy and discovery roadmap
- Manage and prioritise the product backlog to maximise user and business value
- Lead problem discovery, user research and hypothesis testing
- Define success measures and KPIs, using data to inform decisions
- Ensure alignment with standards and governance, clearly documenting and justifying any deviations
- Work closely with designers, developers and other delivery team members
- Communicate progress, findings and recommendations clearly to stakeholders through reports, briefings and presentations
- Maintain a well-organised repository of deliverables and supporting documentation
- Support knowledge transfer, handover and continuity across project phases
- Engage with wider product management communities to share learning and best practice
- Proven experience operating as a Lead or Senior Product Manager in complex, multi-stakeholder environments
- Strong background delivering data-led or technical products
- Experience defining product vision, strategy and discovery roadmaps
- Ability to manage and prioritise backlogs effectively
- Experience conducting user research and problem discovery
- Strong understanding of success metrics, KPIs and data-driven decision making
- Excellent stakeholder management and communication skills
- Experience working in multidisciplinary Agile teams
- Experience in public sector or similarly regulated environments is highly desirable
