Job Description
The HR Partner supports the Departments, service managers, and the municipality in all aspects of Human Resources. He/she acts as a close advisor on personnel management and skills development while managing certain cross-functional projects. HR Partner - Recruitment and Business PartnerOur client is a municipality in Geneva.Missions1. HR support - Business Partner roleAdvise service managers on all HR issues: performance, development, and work-related matters. Provide active support to managers in the daily management of their teams (conflicts, sensitivity issues, change management, absenteeism, ordinary medical files). Support annual processes (development plan interviews, personnel reviews). Ensure the coherence of municipal personnel and HR policies.Recruitment & the entire recruitment process (job postings, pre-selection, interviews, coordination with services, drafting of employment proposals).Develop modern recruitment tools adapted to the specificities of the public service. Organize and supervise newcomers to the municipality in terms of branding. Project ManagementLead and/or contribute to cross-functional projects such as: Skills development and service offerings, processes, regulations and procedures, well-being at work, diversity & inclusion, prevention of workplace issues, and implementing HR dashboards to analyze key indicators (turnover, absenteeism, internal mobility, etc.). Participate in continuous HR process improvement and compliance. Collaborate with the HR team in monitoring personnel and updating official documents (amendments, reports). Ensure compliance with legal standards (public law, labor law, applicable collective bargaining agreements).ProfileMaster's in Human Resources, Law, Work Psychology, or equivalent experienceMinimum of 5 years of experience in a generalist HR role or as a Business Partner Proven experience in recruitment, ideally in a public or parapublic environment, or in project management.Key SkillsStrong knowledge of Swiss labor law and ideally of public service law. Ability to advise managers and manage sensitive issues. Excellent oral and written communication skills. Analytical ability, sense of confidentiality, and proficiency in HR tools and information systems (HRIS, solutions) and a service-oriented mindset towards citizens and teams.Conditions and BenefitsPermanent position between 80% and 100%. jidaen jit0207aen jpiy26aen
