Job Description
Role Overview

We're looking for an inspirational leader to shape the future of public services in Lancashire. This role is central to driving public service reform, supporting Local Government Reorganisation (LGR) and embedding our people- and place-based, preventative approach across the organisation.

As Head of Public Service Reform, you'll work closely with senior leadership, elected members, and system partners to deliver ambitious change that improves outcomes for our communities.

What You'll Do
  • Lead the Council's public service reform agenda and support the wider council with its emerging locality-based approach.
  • Provide strategic leadership on LGR, ensuring it supports integrated, community-focused models of delivery.
  • Act as Senior Responsible Owner for major reform programmes.
  • Strengthen system-wide partnerships with public sector and VCSE organisations.
  • Represent the Council in engagement with central government on reform and LGR.
  • Drive benefits realisation to improve outcomes and long-term sustainability.
What You'll Bring
  • Significant senior-level experience in public service reform, transformation or system change.
  • Strong programme leadership skills and experience with complex, multi-stakeholder initiatives.
  • Ability to influence across organisational and political boundaries.
  • Excellent communication and relationship-building skills.
  • Understanding of national policy relating to public service reform.
  • Understanding of public service integration, prevention and local delivery.
