Technology Asset & Vendor Management Officer

SOUTH DUBIN BASED - ONSITE 4-5 DAYS A WEEK

We are looking for a Technology Asset & Vendor Management Manager to join a growing technology function within a regulated financial services environment.

This is a broad, business-facing role combining ICT asset lifecycle management, application portfolio management, vendor and supplier management, incident management, technology risk and regulatory governance.

The successful candidate will work closely with IT teams, business stakeholders, third-party technology providers and senior management to ensure the organisation's technology estate is well governed, reliable, cost-effective and compliant with regulatory requirements, including DORA. A key focus of the role will be managing the organisation's portfolio of SaaS applications and technology suppliers, ensuring appropriate controls, documentation, risk assessments and service performance are maintained.

Key Responsibilities:

• Manage the full ICT asset lifecycle, from procurement and deployment through to maintenance, renewal and retirement/disposal.
• Maintain accurate and up-to-date IT asset and configuration records, ensuring strong data quality and governance.
• Support the management and governance of the organisation's application portfolio, including SaaS applications.
• Maintain visibility of application ownership, contracts, renewals, criticality, risks and dependencies.
• Support technology supplier and vendor management, including performance monitoring, service reviews, escalations and relationship management.
• Work with procurement, legal and business stakeholders on technology contracts, renewals and supplier negotiations.
• Assess and monitor third-party and supplier risk, particularly across critical SaaS providers.
• Support the identification, assessment and remediation of technology risks and control gaps.
• Take ownership of or support incident management, including investigation, escalation, root-cause analysis and follow-up actions.
• Contribute to ICT governance, controls and audit activities, ensuring technology processes are documented and auditable.
• Support compliance with DORA and other applicable financial services technology and operational resilience requirements.
• Work with IT teams to support disaster recovery, business continuity, security and system reliability initiatives.
• Support technology projects and change initiatives, coordinating stakeholders and ensuring agreed outcomes are delivered.
• Produce reporting and management information covering assets, applications, suppliers, incidents, risks and technology performance.
• Build strong relationships across IT, business functions, vendors and senior stakeholders.

The ideal candidate will have:

• Experience in ICT asset management / IT asset lifecycle management.
• Strong understanding of application portfolio or software asset management.
• Experience managing or supporting SaaS applications and technology suppliers.
• Proven vendor and stakeholder management experience.
• Experience with incident management and IT service management.
• Understanding of IT risk, governance, controls and operational resilience.
• Awareness or practical experience of DORA, particularly ICT risk, third-party risk, incident management and resilience.
• Experience supporting or delivering technology projects.
• Strong understanding of technology contracts, renewals, supplier performance and escalations.
• Experience working within a regulated environment, ideally financial services.
• Excellent communication skills with the ability to work effectively between technical teams, business stakeholders and external suppliers.
• Strong organisational and analytical skills, with the ability to manage multiple priorities.
• Experience with ITIL / ITSM frameworks.
• Experience with CMDB, ITAM or SAM tools.
• Knowledge of DORA ICT third-party risk management.
• Experience with technology risk frameworks, audits or regulatory assessments.
• Exposure to disaster recovery and business continuity.
• Experience working with enterprise SaaS/application portfolios.
• Financial services or other highly regulated industry experience.

What We're Looking For:

This role would suit someone who sits comfortably between technology operations, governance and commercial/vendor management. You don't need to be a deep technical specialist. We're looking for someone who understands how technology services operate, can manage the lifecycle and risk associated with applications and suppliers, and can confidently engage with technical teams, business stakeholders, vendors and senior management. The strongest candidates will bring a combination of IT asset/application management, supplier management, incident management and technology governance experience, with a genuine interest in DORA and operational resilience.
