Technical Writer/Programme Governance Officer

On behalf of The Home Office we are looking for a Technical Writer (Inside IR35) for a 14 month contract. Remote working with occasional travel to Liverpool.
The Legacy Technology Estate Replacement (LTER) Programme is the largest technology change at DBS in over a decade, and therefore requires robust leadership and support, extensive expertise and excellent supplier management. The LTER programme of work has been established to ensure successful delivery, and transition to, a new set of Software as a Service (SaaS) application alongside delivery and transition to other technology deliverables previously being implemented via the Technology 2025 programme, which are required by the contract end date. These deliverables have now been added into the overall scope of work required to support all aspects of the next generation technology landscape to ensure all aspects of Dependent delivery have oversight from a single source.
In this role you will be responsible for supporting the work of LTER and the next generation estate programme. You will be responsible for drafting and managing all associated LTER Programme related papers and documents. You will also be responsible for working with different internal and external stakeholders to gather the relevant detail and interpret technical information for inclusion in various papers, materials, etc.
It is essential that you understand the complexities of an organisation like DBS's technology, including the commercial estate and understand the DBS, Home Office and Cabinet Office governance in order to navigate the relevant documentation through for approval and programme delivery.
Essential:
. An active SC Clearance is an essential requirement for this role, as a minimum you must be willing & eligible to undergo checks. (Please note, due to the exceptional requirements of this position (short-term nature of this role and speed at which we require a postholder in situ) preference may be given to candidates who meet all of the essential criteria and hold active security clearance.)
. Good understanding and experience of Government and Public Sector organisations.
. Good understanding of the documentation life cycle, the entire documentation process for the technology programme, from initial research and content strategy to ongoing maintenance and version control.
. Good understanding of governance and compliance in order to translate complex technical and regulatory requirements into clear, actionable governance papers, policies, procedural guides, etc.
. Good understanding of creating documents which have public transparency and accessibility.
. Good understanding of the documentation process for a technology programme, from initial research and content strategy to ongoing maintenance and version control.
