Sustainable Transport Infrastructure Technical Assurance Manager

In order to prepare for the increased investment in active travel, we have undertaken a review of the delivery model for active travel. In 2024-25 we launched the Active Travel Infrastructure Fund. We are also leading on the Bus Infrastructure Fund also launched this year. Both these funds require Transport Scotland to scrutinise proposals for delivery and strategic impact, award funding and monitor delivery.
As post holder you will be working in a dynamic and rapidly developing area with a strong Ministerial, public and media focus. This role demands a dynamic individual with an understanding of transport planning, design, and a passion for promoting sustainable transportation options. You will be responsible for leading the appraisal, design, management, and delivery of sustainable transport programmes, including the Active Travel Infrastructure Fund and Bus Infrastructure Fund. This role requires a technical background in engineering/transport planning, effective project management skills, and the ability to lead, manage and develop a team.
The ideal candidate will ensure project deliverables are achieved on time, within budget, and to the required quality standards, driving innovation, while also providing comprehensive reporting and stakeholder engagement.
The role will report to the Sustainable Transport Technical Team Lead.
Transport Professional Pay Supplement
This post attracts a £7862 pay supplement (pro rata). Pay supplements are temporary payments designed to address recruitment and retention issues caused by market pressures and are subject to regular review.
Responsibilities- Manage grants, supervise and provide guidance to external stakeholders during the feasibility, design and construction of sustainable travel projects. Oversee the delivery of active travel and bus infrastructure programme/projects to ensure project deliverables are on time, within budget and in compliance with relevant regulations and quality standards.
- Develop and maintain a comprehensive project plan for sustainable travel infrastructure projects (appraisal, design, construction and monitoring & evaluation), considering factors such as budget, forecasts, timescales, expenditure, change control, programme/project risk rating. Providing regular programme and other project reports to internal stakeholders, including senior management.
- Support the development of an interactive map of an active travel network that helps in identifying gaps in the active travel network for future investment. This requires liaising with a range of external and internal stakeholders, delivery partners and third-party organisations.
- Procure services (e.g. technical consultancy commissions) and support the management of technical consultants and internal procurement procedures as necessary.
- Collaborate with various stakeholders, including Local Authorities, Regional Transport Partnerships and National Park Authorities to gather feedback on the Active Travel Transformation Programme and Bus Infrastructure Fund, including capacity and capability, and build support for future active and sustainable travel initiatives.
- Preparation of correspondence and briefing to Ministers, ensuring that this is in line with official guidelines and held to the highest standard. The post will assist the Sustainable Transport Programmes Team Leads on direct liaison with Ministers and senior management, and attend engagements where necessary.
- Provide Line Management to Graduate Civil Engineering/Transport Planners and Support Officers and support their development as required.
