Director of Services - Waterford City & County Council

The Director of Services is a member of the senior management team of Waterford City & County Council and reports directly to the Chief Executive. They are responsible for supporting the Chief Executive in building and proactively developing a high performance, innovative and responsive organisation.

Each Director of Services is typically responsible for a number of functional areas as well as managing and developing relationships with internal and external stakeholders. They support the Chief Executive in advancing the physical, economic, social and cultural life of a County and in developing and overseeing the organisational structures and resources needed to deliver an extensive range of services to the public, in a cost effective and efficient manner.

The Director of Services generally manages large multidisciplinary teams and budgets, both capital and operational. They are required to manage and lead their functional areas in a strategic manner and implement substantial change programmes.

Main Duties of the Job

Reporting to the Chief Executive the Director of Services will be expected to fulfil a key leadership role in Waterford City & County Council with responsibility for the delivery of programmes and functions/services of the council. The role involves considerable engagement and consensus building with Elected Members and staff as well as other external stakeholders.

In addition, the Director of Services will provide policy support and advice for members of the Strategic Policy Committees and the Local Community Development Committee. Senior managers are charged with service delivery and change management in an environment of limited resource availability, both human and financial. Delivery of efficient services and value for money is crucial as is the management and motivation of staff.

Compensation and Benefits

Salary Scale effective from 1st February 2026:

Hours of attendance will be fixed from time to time but will amount to not less than 35 hours gross per week.

The annual leave allowance for the position of Director of Services is 30 days.
