Summary of what the candidate must have to apply

• Degree or equivalent, plus MRTPI or equivalent
• Extensive experience in planning and delivery of major development sites
• Experience working closely with developers and delivering complex projects
• Strong communication and negotiation skills
• Understanding of development viability, Section 106 and CIL legislation, planning legislation and national planning policy
• Confident with complex spreadsheets and data handling
• Ability to drive with access to a vehicle

The role

The role ensures high quality development and timely infrastructure delivery across major development sites. You will work with developers, landowners, infrastructure providers and internal teams to negotiate contributions, monitor Section 106 and CIL payments, align infrastructure planning, and support the delivery of major sites in accordance with planning approvals and the Local Plan.

Key accountabilities

• Negotiate with developers and landowners to secure coordinated development, infrastructure and phasing agreements
• Monitor Section 106 and CIL contributions to ensure payments are timely and funding is available for infrastructure delivery
• Work with infrastructure providers to agree requirements, phasing and costings for development proposals
• Support Development Management officers in negotiating and justifying contributions for planning applications
• Liaise across council departments, monitor project agreements and support wider council interests including land acquisition
• Ensure alignment between the Infrastructure Delivery Plan and major site strategies
• Monitor funding opportunities, prepare bids and track awards
• Maintain up to date viability modelling to support negotiations

• Extensive experience of planning and delivering major sites
• Experience working directly with developers and managing complex projects
• Understanding of viability, Section 106, CIL, planning legislation and national policy
• Strong communication and negotiation skills
• Competent using detailed spreadsheets
• Ability to drive with access to a car
