Senior Study Manager - Energy Infrastructure

Location:Greater London (Hybrid) ideally from one of the Penspen Offices (few days a week)

Salary: Circa £75k (negotiable) - Depending on Project Delivery experience.

Penspen are looking for their nextSenior Study Manager - Energy Infrastructure, you will be delivering exciting and high calibre globalprojects as a Chartered Engineer.

Key Responsibilities:
  • Lead the development of compelling proposals and transition to the management of feasibility and conceptual engineering studies for large-scale onshore infrastructure projects (e.g. pipelines, terminals, energy distribution systems, CCS).
  • Develop and evaluate technical options and strategic concepts aligned with international standards and investment criteria.
  • Interface with clients, lenders, and stakeholders including regulatory bodies, government agencies, and community representatives.
  • Prepare and review techno-economic models, route selection, hydraulic sizing, and system configurations.
  • Deliver robust CAPEX/OPEX estimates, financial analysis, market studies, and cost-benefit studies at the concept level.
  • Apply and interpret GIS mapping tools to support routing and environmental/social assessments.
  • Manage multidisciplinary teams and ensure high-quality deliverables within agreed timeframes and budgets.
  • Facilitate Value Engineering and Risk Management workshops during project framing and development.
  • Degree in Civil, Mechanical, or Energy Engineering or related discipline; Chartered Engineer status preferred.
  • 15+ years of experience in managing concept-level infrastructure studies in the oil & gas and energy transition sectors.
  • Proven track record of successful project delivery in both developed and developing regions (e.g., Africa, Central Asia, Middle East).
  • Solid understanding of international engineering codes and environmental/social.
  • Proficient in overseeing the use of GIS and cost estimation tools; ability to interpret geospatial, economic, and engineering data.
  • Strong communication, facilitation, and stakeholder engagement skills.
  • Demonstrated ability to deliver studies valued at $500M+ project scale and work across complex, multi-stakeholder environments.
  • Experience in energy transition infrastructure such as hydrogen, CO pipelines, or gas-to-power schemes.
  • Familiarity with donor-funded project environments (e.g., ADB, IFC, World Bank).
  • Certification or experience in Value Management or Risk Analysis facilitation.
