For an informal discussion about the role, please contact Jo Narborough, on or ROLE AND PURPOSE To work principally with young people aged between 13 and 19 (and potentially up to 25 with Special Educational Needs) who are Not in Employment, Education and Training (NEET) or at risk of being NEET in order to ensure that they are able to participate and remain in education, training and employment opportunities. To provide advice, information, guidance and intensive support in order to remove barriers to learning and to raise aspirations. To access additional support from a range of specialist services as appropriate. To operate a jobs-with-training broking service in order to provide a central recruitment point for young people. To work in partnership with local stakeholders including Schools, Colleges, Training Providers and Job Centre Plus. Utilise the Local Authorities Client Caseload Information System (CCIS) system to maintain effective records and ensure accurate, comprehensive and timely reporting to DfE and KHCC. Ensures the Local Authorities statutory responsibilities in relation to participation are met with a particular emphasis on Raising of the Participation Age. To support projects and initiatives which aid/improve the participation of young people and reduce NEET. The provide specialist input in line with one or more of the following themes - careers guidance, the benefits system, teenage parents, looked after children, mental health, safeguarding, Special Educational Needs, internal and external support services, youth offending, employment legislation and vacancies. PRINCIPAL ACCOUNTABILITIES: 1. Promotes and safeguards the welfare of children, young people and/or vulnerable adults. 2. Provides a range of specialist information, advice, guidance and intensive support to individuals and groups of young people to facilitate choice and access for opportunities in education, training and/or employment. The exact nature of the support offered will depend on the specialism followed: careers guidance, the benefits system, teenage parents, looked after children, metal health, safeguarding, Special Educational Needs, internal and external support services, youth offending, employment legislation and vacancies. 3. Establishes and maintains effective relationships with young people on their caseload in order to support them effectively, this will include challenging the individuals current attitude to employment, education and training where appropriate. 4. Assesses the individual's current situation and readiness to progress, using appropriate tools, evaluates the information and feeds this back in order to identify and agree next steps 5. Maintains a core knowledgebase around opportunities in education and training, LMI, and the common barriers to learning. In addition maintains and develops a specialist knowledgebase in accordance to agreed area of focus (see 2 above). 6. Maintains contact with employers, other education and training providers and Job Centre Plus in order to obtain and update information on employment, training and/or educational opportunities and to generally promote links between education and employment. 7. Uses specialist knowledge to decide and makes appropriate referrals to other specialists including colleagues within Connexions, wider Children, Young People and Family Services, Adult Services and/or external agencies. Advocates on behalf of individuals. 8. Assists young people to make effective applications to education, employment and training opportunities including advising on various recruitment methods and how to approach the different stages of selection process. 9. Works to raise the aspirations of young people (where appropriate), promotes the benefits of participation in learning and seeks to build confidence and resilience in young people. 10. Maintains effective records utilising the Client Caseload Information System to ensure reporting to DfE and KHCC is accurate, comprehensive and timely. 11. Maintains and manages own caseload deciding on appropriate follow-up intervals and intervention options. Works through lists of "not known", "currency lapsed" and "NEET" young people regardless of whether they are on caseload to ensure that all such clients can benefit from the help available. 12. Has an in depth specialist knowledge of the local education and training provision; providing a dedicated link to education and training providers across the city to ensure that timely information is exchanged (with the young person's consent) to enable appropriate support to be provided e.g. when a young person has special educational needs. This link will also include the co-ordination of SLAs or Partnership Agreements. 13. Attends relevant meetings where a young person's future options are being discussed in order to provide advice to the individual, their parents/carers and other professionals, e.g. case conferences for LAC and Annual Reviews for young people with Education, Health and Care Plans. 14. Provides assistance and ongoing support to local, regional and national projects / initiatives which assist young people to participate and reduce NEET. 15. Provides mentoring and coaching to colleague's in line with specialist knowledge as and when appropriate. 16. Contributes to the service areas statutory requirements with a particular emphasis on the Local Authorities responsibilities around Raising of the Participation Age. 17. The Health and Safety at Work etc. Act 1974 and associated legislation places responsibilities for health and safety on Hull City Council, as your employer and you as an employee of the council. In addition to the Councils overall duties, the post holder has personal responsibility for their own health & safety and that of other employees; additional and more specific responsibilities are identified in the Council's Corporate H&S policy.
