Senior Legal & Regulatory Affairs Advisor

We are looking for an experienced Senior Legal & Regulatory Affairs Advisor to play a key role in shaping Ireland's health insurance framework. This is an exciting opportunity for a qualified solicitor or barrister to provide high-quality, pragmatic legal advice while contributing to legislative development, regulatory policy and strategic initiatives at senior level.

You will work closely with the CEO and senior leadership team, providing trusted legal and regulatory advice on a wide range of issues and helping to shape the future of a well-regulated, competitive health insurance market.

The Opportunity

This is a senior, strategically focused role combining hands-on legal advice with policy, regulatory and legislative development.

You will be responsible for providing clear, commercially aware and proportionate advice on operational and regulatory matters, while also taking the lead on projects that have a wider impact on the health insurance sector.

You will have the opportunity to:

• Provide timely and pragmatic legal advice on operational and regulatory matters, including inspection reports, regulatory correspondence, enforcement issues and organisational documentation.
• Lead the development and evolution of the legislative and policy framework, including drafting and reviewing primary and secondary legislation.
• Prepare high-quality policy advice, submissions and briefing materials for the Minister for Health.
• Monitor and interpret Irish, EU and wider regulatory developments affecting the health insurance market, including consumer protection and risk equalisation.
• Translate complex legal and regulatory developments into clear, practical advice and recommendations for senior stakeholders.
• Work closely with the CEO and senior leadership team on strategic initiatives, regulatory reform and high-profile projects.
• Lead discrete legal and regulatory projects from inception through to delivery, ensuring strong governance, stakeholder engagement and project management.
• Act as a trusted source of legal and regulatory expertise, supporting sound decision-making across the organisation.

About You

You will bring a combination of strong legal capability, strategic thinking and practical problem-solving skills, together with the confidence to engage with senior stakeholders and work independently.

We are looking for someone who is:

• A qualified solicitor or barrister with significant post-qualification experience.
• Experienced in a regulatory, public sector, insurance, health policy or similarly complex environment.
• Highly capable of providing clear, concise and proportionate legal advice, often to tight deadlines.
• Experienced in legislative drafting, statutory interpretation and/or policy development within a regulated environment.
• A strong project manager who can take ownership of complex workstreams and drive them through to completion.
• Comfortable working independently, exercising sound judgement and providing assurance and advice at senior level.
• An excellent communicator who can explain complex legal and regulatory issues clearly to both legal and non-legal audiences.
• Proactive, responsive and solutions-focused, with the ability to balance strategic priorities with day-to-day operational demands.
• Familiar with the health insurance market, regulatory systems or comparable economic or social regulation - or able to develop this knowledge quickly.
