Starting salary: £41,132 rising to £44,988 per annum through annual increments being paid each year (pro rata for part time applicants)

The role
The Infrastructure (Wales) Act 2024 introduces a streamlined process for consenting major infrastructure projects - and Natural Resources Wales (NRW) will play a central role in making this work. As a statutory consultee and environmental regulator, we must help ensure that these developments progress in a way that is efficient, consistent, and environmentally sound.
As Senior Advisor, Regulatory Approaches for Infrastructure, you'll lead the development of regulatory approaches, guidance, and training to support NRW's role in this new system. You'll help determine when regulatory permissions should be deemed within an Infrastructure Consent (IC) and design the processes that support our input during the pre-application and consenting stages.
You'll work closely with internal teams and external partners - including Welsh Government, Planning and Environment Decisions Wales (PEDW), and developers - to ensure NRW's advice is timely, coordinated, and fully cost-recoverable through our chargeable services.
Key responsibilities include:
  • Developing NRW's regulatory approach to consents potentially deemed within an Infrastructure Consent.
  • Designing and implementing clear guidance, training, and internal processes.
  • Leading engagement with stakeholders to support a smooth, coordinated consenting process.
  • Supporting the development of NRW's pre-application advice service to ensure full cost recovery.
