Reporting to the Director of Service, the Senior Engineer is responsible for the efficient management, direction and development of the directorate/departments and function to which they are assigned. This is a senior management role and managers at this level work within defined parameters relevant to the position, in accordance with Waterford City & County Councils vision and objectives as set out in its Corporate Plan. Delivery of efficient services and value for money is crucial.

The Senior Engineer will be required to work closely with the Senior Management Team, the Cathaoirleach and Elected Members to deliver the full range of services, implement local policy decisions and deliver on strategic corporate objectives and in accordance with the general policy direction of the elected council. Recognising Local Government as the main vehicle of governance and public service, the role will involve leading economic, social and community development, delivering efficient and good value services, and representing citizens and local communities effectively and accountably. The Senior Engineer is an experienced managerial position responsible for leading and managing a multi-disciplined team. The role includes responsibility for leading on policy implementation, service delivery and change management in a dynamic and goal driven environment. This role offers the opportunity to demonstrate leadership, innovation, agility, and a commitment to customer service. Main Duties of the Job

To understand, interpret and implement the legislative provisions, policy context and operational environment within which the statutory functions and operating requirements of the local authority operations.

To determine the nature, level and pattern of demand for the service in the directorate/function and to recommend both service level and strategic policy priorities to the Director of Service.

To implement the agreed strategies to meet and to expand or improve the range, quantity or quality of existing services and to recommend changes in strategies as required.

To lead and manage a multi-disciplined team to develop and maintain relationships with government departments and external agencies in accordance with policy and to ensure the agreements to co-ordinate work programmes are implemented.

Information about the organisation

Waterford City and County Council (Comhairle Cathrach agus Contae Phort Láirge) is the authority responsible for local government in the City & County of Waterford, Ireland. The organisation came into operation on 1st June 2014 after that year's local elections and is a merger of Waterford City Council and Waterford County Council. The mission of Waterford City & County Council is to make Waterford the best possible place for all its people and for those that wish to live, visit, work or invest here.

There are 32 Elected Members. The 2026 Revenue Budget of the Council is €207 million. At a strategic level, the Council operate through its Corporate Policy Group comprising of the Cathaoirleach of the Council and the Chairs of the local authority's Strategic Policy Committees. The Chief Executive and the Council's Management Team play a key role in supporting and advising this policy group. Day to day management of services takes place under the stewardship of the Chief Executive, four Directors of Service and a Head of Finance who collectively comprise the Senior Management Team.

An opportunity now exists in Waterford City and County Council for the position of Senior Engineer.

Salary Scale effective from 1st June 2026:

Hours of attendance will be fixed from time to time but will amount to not less than 35 hours gross per week.

The annual leave allowance for the position of Senior Engineer is 30 days.
