Job Purpose:

  • Overseeing HR transactions in relation to Recruitment, HR Admin and Payroll functions, ensuring fast and safe delivery.
  • Deliver a professional and high-quality HR transactional service to managers and staff across the Council, addressing and resolving HR queries effectively
  • This Includes facilitating pre-employment checks, ongoing employment related monitoring and adherence to workforce safeguards.
  • Work in directly partnership with the Resource Officers, Payroll and HRBP's and Directorates to ensure Barnet workforce needs are met, whilst delivering a professional service.

Key accountabilities:

  • Provide workforce administrative support with regards to management and maintenance of Barnet's Electronic Staff Record System (Oracle).
  • Oversee pre-employment checks of internal and external candidates safer recruitment checks - including employment references, Occupational Health, ID, Right to Work, qualification, professional registration and social media checks.
  • Working in partnership with line/hiring managers, HRBP's and Payroll with workforce queries and provide regular updates as required via the HRHD and other mediums.
  • Keeping in contact with employees/candidates and building relationships to support them through any employment related enquiry or pre-employment process until they are onboarded or resolved.
  • Deal with any candidate related queries with regards to their application progression and provide a good candidate management service. This includes supporting them through reasonable adjustments.
  • Manage incoming workforce queries and ensure requests are responded as they arise.
  • Ensuring electronic records are updated and personal information recorded accurately
  • To oversee the compliance and management of all workforces related documentation in line with recruitment and HR policy and procedures.
  • Undertake face to face and virtual ID/right to work checks as required.
  • Provide accurate and timely advice on all recruitment and workforce issues to hiring/line managers, payroll and candidates.
  • Liaise with hiring managers, candidates, and the team to overcome any blockage ensuring successful and timely outcomes
  • Ensure DBS checks are completed for new and existing staff, volunteers, Councillors, Co-op Members and 3 rd party partners, where necessary in relation to the Council's DBS/safeguarding policy.
  • Ensure that all staff have the right work (statutory excuse), professional qualifications and registration is maintained throughout employment, facilitating validation checks when required.
  • Ensure all HR transaction have the appropriate level of approval and scrutiny prior to transitions are implemented according to policies and procedures.
  • Working closely with Payroll to ensure safe payments can be made and identify potential risks and support remedies.
  • To assist HR Managers, HR Transactional Manager, Resource Officers and HRBP's as required.
  • Ensure the service adheres to data and information security policies and escalate any breaches accordingly.
  • Assist with preparing and supply of HR related reports as required.
  • Oversee the administration of HR invoices, ensuring payment is made on time.
  • Participate and lead on internal and external events.
  • Deputies for the Resource Officer as required
  • Cover for colleagues during periods of absence to ensure smooth running of the resource department, work as part of a team to address peaks of workload and support recruitment activity.
  • Assume responsibility for personal continuous professional development and keeping up to date with relevant policies, procedures and legislation, being aware of any changes. Attend meetings, conferences, workshops and courses as appropriate.
