Request for Tender - Development of a Digital Results Framework...

The Irish Red Cross is seeking tenders from suitably qualified parties to carry out the creation and development of a Digital Communications Results Framework (RF) tool for the Irish Red Cross website.

The purpose of this engagement is to create and develop a digital communications tool based on the organisational results framework, that will be utilised to communicate the strategic objectives and indicators within said framework to external audiences via our website.

1. Translate the IRC results framework into a visually engaging, accessible and easily digestible digital communications tool that will be housed on the IRC website.
2. Increase awareness and visibility of IRC's strategic objectives, including outcomes, intermediate outcomes, indicators, and links to wider sector objectives.

In delivering on the objectives as set out above, the successful tenderer will carry out the following activities:

• Develop prototypes of an interactive, easy to navigate results framework model, based on the IRC Results Framework. The prototype should:
  • Include the five pillars of IRC's strategy and related long term outcomes, intermediate outcomes, indicators, and links to wider sectoral objectives.
  • Provide intuitive user pathways to explore objectives by long term outcome > intermediate outcome > indicators.
  • Align with IRC brand guidelines.
  • Be integrated into the new IRC website architecture and interface for desktop and mobile devices. The website is built with a mobile first approach.
  • Include content management options for IRC staff to manage and update data independently.
• Conduct regular meetings with the Data & Results Manager at IRC (and any other relevant staff) to assess development, integration on the website, content, etc.
• Refine the selected prototype through iterative testing with IRC stakeholders.
• Finalize prototypes to a final product, including thorough documentation (e.g., how to recordings/videos) and handover of the digital asset.
• Provide training sessions for the Data & Results Manager and other designated IRC staff, covering full functionality and administrative management of the tool, and how to edit content.

• Fully developed Digital Results Framework Communications Tool integrated into the IRC website.
• Fully functional across major browsers and mobile devices.
• Technical documentation, including system architecture, user guides, update procedures, and maintenance guidelines.
• Training sessions delivered to the Data & Results Manager (and other relevant staff) on managing and editing the tool.

The IRC is currently redeveloping its website; the work will form part of that process. Thus, a firm timeline cannot be set at this point, but the work is expected to commence in the second half of 2026.

The tendered price should not exceed €15,000, including VAT. Payment will be based on the work carried out in line with the agreed programme of work.
