Job Description
Overview

The Civil Engineering Contractors Association Scotland (CECA Scotland) is the representative body for companies who work day to day to deliver, upgrade, and maintain Scotland's infrastructure.

With around 100 members across Scotland, CECA Scotland represents companies who together carry out an estimated 80 per cent of all civil engineering activity in our country, in the key sectors of transport, energy, communications, waste and water.

Role

Provide strategic leadership and operational management of the organisation, representing member contractors and promoting the civil engineering sector across Scotland. The Regional Director acts as the primary spokesperson, policy influencer, and leader responsible for delivering value to members.

Reporting to the Chair of CECA Scotland and the Board of Directors.

Key Responsibilities Strategic Leadership
  • Implement CECA Scotland's agreed strategic plan under the headings of the CECA Scotland Priorities (see below)
  • Provide leadership to ensure the organisation meets its objectives
  • Identify opportunities to influence infrastructure investment and policy
  • Engage regularly with member companies to ensure they are being listened to and receiving the services they need from CECA
  • Support long term growth of Scotland's civil engineering sector
Policy, Government and Stakeholder Relations
  • Represent CECA Scotland with Scottish Government, Transport Scotland, Scottish Water and other key client stakeholders
  • Collaboratively work with other trade associations and member organisations eg ICE, FMB, SPOA etc
  • Influence infrastructure policy and procurement practices
  • Lead responses to consultations and policy developments
Member Engagement and Representation
  • Act as Primary contact for member companies
  • Understand member priorities and challenges
  • Promote CECA events and initiatives eg CECA Academy
  • Deliver high quality events and seminars
  • Grow and retain membership
Industry Leadership
  • Represent CECA Scotland at industry forums and conferences
  • Work with the other CECA Regional Directors and CECA Policy to promote the CECA brand nationally
Operational Management
  • Manage day to day operations
  • Oversee staff and consultants
  • Manage budgets and financial performance
  • Report to the Chair weekly, weekly update to membership and quarterly to the CECA board
  • Participate in quarterly Board meetings, providing comprehensive updates and engaging in constructive scrutiny and challenge from the Board of Directors
Communications and Public Relations
  • Act as a spokesperson
  • Manage media engagement
  • Build stakeholder relationships
  • Promote sector value
Skills and experience required
  • Strong negotiator
  • Politically aware
  • Leadership capability
  • Knowledge of sector activities
  • Experience of managing financial issues
  • Proven track record of managing people, maintaining compliance and implementing company policies and procedures
Other
  • Able to travel within the UK with occasional overnight stays
  • The post is a full time role and may involve attendance at events that occasionally encroach into weekends
  • Flexibility expected/negotiable in terms of working hours
  • Attendance at our main office would be expected at least 3 days a week
