QHSE Coordinator

Mission:

Reporting & Interaction:
Reports to the Yard Coordinator
Daily interaction with Project, Yard, and Warehouse Teams
Liaises with external parties including Holland Shipyard Group, JCS, Draaicentrum, subcontractors, and Dutch authorities (RUD Zeeland, Rijkswaterstaat)
Works in coordination with other QHSE professionals across the Dixstone Group
Member of the Emergency Response Team (ERT)
Key Responsibilities:
Quality (Q)
Develop, update, and improve quality processes and site documentation
Implement and maintain the Integrated Management System (IMS)
Contribute to ISO certifications (ISO 9001, 14001, 45001)
Harmonize quality procedures across the Dixstone Group
Health, Safety & Environment (HSE)
Develop and maintain the HSE management system
Train personnel to raise awareness and embed safety culture
Supervise and support HSE Officers on site (permits, risk analysis, anomaly reporting)
Conduct job safety preparations and risk mitigation for all operations, including marine
Investigate incidents, lead root cause analysis, and implement preventive actions
Lead safety communications: toolboxes, safety flashes, best practices, and analytics reports
Conduct regular hazard hunts and walk-throughs
Compliance
Monitor and ensure compliance with EU/NL occupational health and environmental regulations
Keep RI&E and Gap Analyses updated
Manage environmental and operational permits
Prepare site for inspections and audits (Environmental, Insurance, ISO)
Promote energy efficiency and responsible resource use
Encourage waste reduction and reinforce core company values
Emergency Response
Uphold exemplary HSE behavior and PPE compliance
Maintain and update Emergency Response Plan
Ensure safety equipment is certified and accessible
Train, equip, and coordinate the Emergency Response Team
Organize regular emergency drills (fire, evacuation, etc.)
Participate in refresher courses and quarterly safety exercises
Skills:
Strong leadership, organizational and communication skills
Educational and problem-solving mindset
Fluent in Dutch & English (French is a plus)
Discreet, trustworthy, and confidentiality-aware
Qualifications:
BSc in Health and Safety Management or equivalent (MVK/HVK)
Knowledge of Dutch/EU QHSE regulations, insurance requirements a plus
Extensive experience in HSE within construction, marine, or oil & gas sectors
Proficient in safety systems (IMS, RI&E, Gap Analysis, JRA, PTW, LMRA, etc.)
Familiar with Microsoft Office and related tools (Flow, Outlook, etc.)
