The Digital Service supports the evolution of the municipality to meet the challenges of cross-functionality and public service quality. In this context, the Support Unit plays a key role: it assists services in their projects to evolve internal processes and contributes to the development of a common project culture. To strengthen this unit, the city is seeking a data management project manager, responsible for structuring data governance and supporting services in managing and enhancing their data. The position offers a wide margin of maneuver, in an environment where much remains to be built, closely connected with business services, the office, and specialized bodies (archives, data protection). Project Manager - Data Management 80% Two-year renewable mission Your role: You will occupy a central and cross-cutting role, at the intersection of business areas and systems. You will work on projects with a significant impact and contribute to establishing the foundations of coherent, reliable, and shared data management within the municipality. Your main missions and responsibilities: - Define and deploy the city's data management framework (governance, architecture, quality, compliance), and structure and lead associated programs and projects. - Ensure the quality, reliability, and compliance of data. - Support services in managing and enhancing their data. - Design and implement analysis, reporting, and decision support tools. - Contribute to developing a project culture among internal stakeholders. Profile: HES or university degree in data management, information systems, or a related field. - Minimum of 5 years of experience in managing projects related to data management and governance, in a public or private context. - Proven experience in defining and implementing frameworks at scale and mastery of data management reference frameworks (e.g., DMBOK, DAMA), with the ability to adapt them to an institutional context. - Excellent business analysis skills and change management. - Comfortable in complex and cross-functional environments. - Excellent command of French; English or German is a plus.
