Programme/Portfolio Manager - TSA - (Telecoms Security Act)

Our client, a Tier 1 telecommunications operator, is seeking a highly experienced Programme/Portfolio Manager to lead a critical Telecoms Security Act (TSA) programme.

This is a senior leadership role requiring extensive experience delivering security, regulatory, and compliance-driven programmes within a telecoms environment. The successful candidate will work closely with CTO-level stakeholders and senior leadership teams, ensuring the organisation meets its obligations under the Telecoms Security Act and associated Ofcom requirements.

Key Responsibilities

• Lead the delivery of a complex TSA programme encompassing multiple technology, security, operational, and governance workstreams.
• Drive programme governance, planning, reporting, RAID management, and executive communications.
• Work closely with the CTO organisation, Information Security, Networks, Architecture, Operations, and Compliance teams.
• Ensure programme activities align with Telecoms Security Act regulations and Ofcom guidance.
• Manage programme dependencies across business and technical teams to achieve regulatory milestones.
• Provide regular updates to senior executives, governance boards, and external regulatory stakeholders where required.
• Coordinate delivery across internal teams, suppliers, and strategic partners.
• Identify and mitigate programme risks that could impact regulatory compliance or delivery timelines.

Essential Experience

• Extensive Programme/Portfolio Management experience within the telecommunications sector.
• Proven track record delivering Telecoms Security Act (TSA) programmes or major telecoms security and regulatory transformation initiatives.
• Strong understanding of the UK Telecoms Security Act and associated Ofcom regulations.
• Experience working directly with CTO, CISO, Executive, and Board-level stakeholders.
• Demonstrable experience delivering programmes involving network security, infrastructure security, risk management, or regulatory compliance.
• Strong governance, risk, dependency, and stakeholder management capabilities.
• Experience managing complex, multi-workstream programmes within a Tier 1 telecoms environment.

Desirable Experience

• Previous experience working with Ofcom or supporting regulatory audits and assurance activities.
• Knowledge of telecoms network architecture, core networks, OSS/BSS, cloud, or critical national infrastructure environments.
• MSP, PRINCE2, Agile or equivalent programme management qualifications.
