Procurement and Contracts Manager - Scotland

We are recruiting on behalf of one of our key public sector clients for an experienced Procurement and Contract Management Specialist. This is a short-term but highly impactful role, focused on delivering improvements in procurement and contract management, streamlining processes, and building in-house capability. You will play a critical part in driving positive change and engaging stakeholders across the organisation.
Key Responsibilities- Assess current procurement state - Conduct a thorough review of existing procurement and contract management processes to identify gaps and opportunities for improvement.
- Define the future approach - Develop streamlined processes to enhance procurement effectiveness and strengthen contract oversight.
- Implement audit recommendations - Lead targeted improvements to address internal audit findings and agreed management actions, including updating protocols and reviewing the Procurement Handbook.
- Facilitate knowledge transfer - Share expertise to upskill internal teams and embed sustainable change.
- Communicate transformation narrative - Create and deliver a clear, compelling message to engage stakeholders and secure alignment.
Essential Skills & Experience
- Demonstrable experience in procurement and contract management, ideally within the public sector or a regulated environment.
- Proven track record of delivering process improvements and embedding change within tight timeframes.
- Strong understanding of compliance, risk management, and document retention.
- Excellent organisational skills and ability to manage multiple priorities.
- Strong stakeholder engagement and communication skills, with experience influencing at all levels.
- Ability to interpret and update policies, procedures, and guidance documents.
