Organisational Design Consultant - SC Cleared - Inside IR35 (short term)

We are seeking an experienced Organisational Design Consultant to support a major UK government department transitioning from multiple transformation programmes into a sustainable, service-led operating model - this is a 5 week initial engagement.

This is a rapid assessment engagement focused on ensuring the organisation is structurally, operationally and culturally fit for long-term BAU service delivery.

You will lead a structured organisational diagnostic and develop a pragmatic roadmap to support the shift from programme-based transformation to a coherent service group model.

This role sits at the intersection of operating model design, governance, accountability and cultural enablement.

Key Responsibilities

• Conduct a rapid organisational design assessment across functional and service structures
• Analyse vertical (line management) and horizontal (service/value stream) accountabilities
• Clarify service ownership and key accountabilities within a Matrix environment
• Assess capability requirements to support BAU service delivery
• Provide recommendations on performance alignment, team motivation and role clarity
• Produce a clear, senior-level assessment report and phased implementation roadmap

Essential Experience

• Significant experience in organisational design within complex environments
• Experience transitioning from transformation/programme structures into BAU or service-led models
• Strong operating model design capability
• Ability to conduct rapid diagnostics and deliver concise, executive-ready recommendations
• Active SC clearance
