Overview

Marine Ecosystems and Biodiversity Policy Officer - Secondment or Loan

Location: Pan Wales. Work pattern: Full time. Duration: 2 years. Salary: HEO £37,111 to £45,378. Advertising basis: Loan, Secondment.

Purpose of post

The Marine Ecosystems and Biodiversity Branch within the Marine and Biodiversity Division are seeking a motivated individual with strong interpersonal skills along with the ability to work autonomously. The post supports work with Natural Resources Wales (NRW), UK Government departments and WG Marine Planning and Licensing to speed up the consenting process for infrastructure development, including supporting the Offshore Wind Environmental Improvement Package (OWIEP) and wider derogations for port/flood defence developments. The post holder will identify and advance compensatory measures with NRW and other partners and contribute to the MPA network, OSPAR commitments and Programme for Government deliverables.

Main duties and responsibilities
  • Lead and progress engagement with NRW, JNCC and UK Government to identify and secure compensatory measures for infrastructure development.
  • Collaborate across government and industry to deliver derogations and compensatory habitat requirements to accelerate offshore wind and other projects.
  • Manage branch priorities and work with colleagues across divisions on fisheries, water, flood and environmental policy.
  • Support day-to-day government business and ensure timely delivery of priorities and commitments.

Additionally, the role involves engaging across WG cross-policy areas (Energy, Fisheries, Transport) and interacting with Cabinet Secretaries/Ministers and Special Advisors. The post holder will support an SEO post and other colleagues within the branch.

  • Experience in analyzing complex data and providing evidence-based recommendations to senior managers.
  • Knowledge of marine protected areas and strategic compensation measures.
  • Ability to develop and deliver policy or evidence-based work.
  • Ability to work to challenging and competing deadlines.

Temporary roles available for 2 years on loan or secondment. A reserve list may be held for 12 months. Successful candidates are expected to return to their substantive appointment at the end of the opportunity.

Eligibility and selection

Secondment basis Obtain prior agreement from your employer to be released on secondment; you will remain on terms and payroll of your home organisation. Inward secondees are not eligible for Welsh Government pay awards.

Loan basis You must be an existing civil servant, have passed probation, and been in your substantive post for at least 6 months at the time of application. You will return to your substantive grade and pay arrangements at the end of the loan. Prior employer approval is required. Financial position protected in line with pay policy. Loanees move to the HEO pay scale; salary based on basic pay only.
