Job description: We have an opportunity for a B2 Project Officer to join the Major Events Unit on a permanent basis to support delivery of the 2027 Tour de France Grand Départ and a pipeline of future major events. This is an ideal opportunity for someone with skills in project management.

This role sits within the Major Events Division, which is responsible for supporting and delivering a strong pipeline of major events for Scotland. The Major Events Division delivers multiple complicated, timebound projects across several units, with workload peaking as we approach delivery of each individual event.

The post will form part of the Major Events Unit and has a particular focus on the 2027 Tour de France Grand Départ, where it will help oversee the Scottish Government's investment in the event and contribute to the overall planning and delivery to ensure its success. There may also be opportunities to be involved in other events where responsibility lies elsewhere within the unit and wider division such as; annual golf events and the UEFA European Football Championship in 2028. On this basis, the post-holder should be open to working flexibly across the division if the need arises.

The Major Events Unit is also responsible for Scottish Government interest relating to the National Events Strategy, the Events Industry Advisory Group and collaborating with partners on the pipeline for future hosting opportunities. We work closely with the UK Government's Department for Culture, Media and Sport; Welsh Government; Scottish Local Authorities and national sporting bodies to deliver these events. We also engage regularly across a wide range of other areas in the Scottish Government, including Tourism, Transport Scotland, Active Scotland and Finance and SGLD colleagues, as well as VisitScotland's Events Directorate.

The Unit consists of a C2, 2xC1, 2xB3 and 2xB2 (one of which is this role). This is a great opportunity to join a high performing, supportive Division. The post provides an opportunity to use and enhance operational delivery, problem solving, and project management skills in a fast paced, challenging environment.

The Project Officer is responsible for supporting the Project Manager and Project Director to enable the delivery of the project. This broad role will include leading on and coordinating elements of the six aspects of a project (scope, schedule, finance, risk, quality and resources) primarily through responsibility for maintaining and presenting key documentation, engaging with key partners and stakeholders and general coordination of day-to-day project tasks.

Responsibilities
  • Be responsible for drafting and contributing to MiCase correspondence, PQs and FMQs, ministerial briefings and submissions, and FOI requests in a timely and accurate manner.
  • Maintain Tour de France 2027 project trackers and the Core Brief and ensure these are reviewed and updated on a routine basis, whilst also contributing to the completion of appropriate and proportionate impact assessments.
  • Support establishment and secretariat of governance arrangements as required for Tour de France 2027. This includes development of papers, tracking of actions and drafting of notes of meetings.
  • Build positive working relationships with key stakeholders including VisitScotland's Events Directorate, Transport Scotland, and established event delivery companies.
  • Support on development of ministerial opportunities, to ensure SG Ministerial visibility and support for events SG provide funding to. Lead on briefings, engaging with internal and external contacts as appropriate.
  • Represent the position of SG with external stakeholders, including relationships with a wide range of subject matter experts involved in all aspects of event delivery.
  • Work flexibly as a member of the Major Events Division, where necessary support the team on development of business cases related to Major Event Hosting Bids. This includes drafting Business Case and AO Templates and engaging with relevant SG policy teams to obtain information.
