Background
Habitat for Humanity International (HFHI) is anchored on a fundamental vision of a world where everyone has a decent place to live. This vision has driven Habitat's actions and activities and has seen HFHI helping more than 29 million people globally build or improve the place they call home. The Terwilliger Centre for Innovation in Shelter (Terwilliger Centre) aims to Build and Expand Inclusive Housing Markets by supporting local firms to innovate and expand client-responsive services and products. The Centre believes local markets are critical to closing adequate housing gaps for low-income and incremental households and strives to make markets work more effectively for those in need of decent, affordable housing.
Project OverviewHabitat for Humanity is partnering with Easy Housing to pilot an affordable, sustainable home using prefabricated timber. The initiative, titled "Tutajenga," will launch in Uganda to provide low-cost, low-tech housing solutions tailored to low-income families. The study targets two key population groups. The primary market includes low-income households likely to benefit from prefabricated timber housing solutions. The secondary stakeholders include influential actors such as local leaders, government officials, private sector entities, professional services, artisans and technical institutions, whose roles influence public attitudes, adoption, and the broader implementation of the Tutajenga model within Uganda's built environment.
Purpose and ObjectivesThe purpose of this study is to assess the knowledge, attitudes, and perceptions (KAP) of low-income households in Kampala central division toward the use of prefabricated timber in housing construction. This assessment will inform the feasibility and acceptability of deploying timber-based housing solutions under the Tutajenga initiative, and will evaluate households' attitudes toward prefabricated timber as a building material. The insights will help craft a targeted marketing strategy and address barriers to adoption.
Study Objectives- Identify the primary market for prefabricated timber.
- Understand knowledge, attitudes, practices and perceptions of the primary market toward prefabricated timber before, during, and after construction of the pilot house.
- Identify stakeholders and influencing groups for prefabricated timber.
- Map stakeholders within the built environment in Uganda that can influence attitudes, demand and uptake of prefabricated timber from the primary market.
- Identify existing information structures that can influence attitudes and perceptions, promote demand and uptake of prefabricated timber.
The study will adopt a mixed-method approach developed to meet the assignment objectives. The methodology will integrate qualitative and quantitative techniques to capture a comprehensive understanding of households and stakeholder perspectives on prefabricated timber housing. The consultant/firm is expected to develop a detailed and context-specific study methodology that responds to the KAP objectives.
Deliverables- An inception report (including detailed methodology and tools).
- Draft KAP assessment report.
- Final KAP assessment report including findings, stakeholders map and recommendations.
- PowerPoint presentation summarizing findings, lessons, conclusions and recommendations.
- An electronic version of anonymised raw data (excluding PII).
Individual consultants or Firm
- Collaborate with Habitat for Humanity and partner to develop and validate the KAP assessment plan.
- Lead the research and ensure data integrity and timely completion in line with HFHI's Data Privacy Policy.
- Analyze data and submit a detailed report outlining methodology, findings with interpretations, and implications.
- Conduct debrief sessions with the project team to share preliminary findings.
- Submit a final study report incorporating insights and feedback from debrief sessions.
- Prepare PowerPoint presentations summarizing findings, lessons and key recommendations.
Habitat for Humanity
- Share relevant documentation for the study and provide strategic oversight to ensure the KAP assessment meets objectives.
- Review and approve deliverables, provide timely feedback and ensure quality assurance.
The KAP assessment will be conducted from October to December 2025. This represents a calendar period rather than consultancy days.
BudgetBudget allocation for the KAP assessment is USD 6,000.
Experience and Qualifications- Experience in conducting KAP assessments, marketing research, and related fields.
- Minimum 10 years demonstrated experience in qualitative and/or mixed-methods research.
- Strong commitment and capacity to engage staff and partners through participatory and consultative strategy development.
- Extensive experience in data management and analysis, including data collection tool design, database design and data quality checks.
- Understanding of Market Systems approaches; experience with housing programmes is an added advantage.
- Experience in related housing product evaluations is desirable.
Safeguarding: HFHI requires all employees to uphold ethical responsibilities to safeguarding beneficiaries and communities, prevent harassment, sexual exploitation and abuse, safeguard beneficiaries' rights (especially children), and uphold HFHI's code of conduct.
Data Protection: The contractor must abide by Habitat for Humanity International's data protection and security policy during the assignment period.

- A detailed financial proposal.
- Profile/resume of the lead expert.
