Manager of the Land DepartmentJob Description The land departments in the Canton of Vaud aim to improve the living conditions and the economy of the rural world, especially in mountainous and peripheral regions. This includes planning, construction, and property management measures aimed at agricultural production while preserving the environment. The General Directorate of Agriculture, Viticulture, and Land Affairs (DAGRI) is looking for its future manager of the land sector. This position involves leading the sector as a competence center, managing a team of 8, overseeing human and financial resources, as well as supporting public and private partners in agricultural project management related to the land sector, such as expertise in agricultural land projects and managing the human and financial resources of the sector.Propose land policies and evaluate the impacts of this policy. Lead the team responsible for reviewing related agricultural land project files. Ensure the follow-up of files, particularly financial, and ensure proper communication between applicants, project holders, and stakeholders in the sector. Advise and support public or private entities in the implementation and monitoring of projects related to land within the framework of collective facilities specific to land. Contribute to the sector's missions and ensure monitoring of priority files. Ensure compliance with standards and procedures and contribute to monitoring the financial management of the sector by ensuring control and oversight of operating and investment budgets. Ensure the implementation of rural land law (LDFR) and agricultural lease law (LBFA).Further information can be found in the terms of reference. Proven experience of more than 5 years in project management and team management. Mandatory understanding and oral proficiency in German. Driving license and availability of a vehicle necessary. Excellent mastery of rural or civil engineering and land procedures, along with good knowledge of land management and law. Managerial competencies: decision-making, ability to delegate while ensuring control. Personal skills: adaptability, stress management, analytical and synthetic thinking, with a global and long-term perspective.
