Job Description
Labour Administrator, Ballycoolin Business Park, Dublin Scope of Role

The Labour Administrator supports the effective mobilisation and ongoing management of agency labour across Mercury projects. The role is responsible for coordinating labour requirements with project teams, engaging and managing labour agencies, arranging interviews and trade testing, and ensuring that all trade documentation and records are accurate and complete.

The Labour Administrator also monitors and reports on key labour performance indicators-including attendance, punctuality, skills assessments and labour evaluations-working closely with Analytics, Talent Acquisition and project stakeholders to support workforce planning, productivity and positive agency relationships.

Key Responsibilities
  • Coordinate with Project based project admins for labour lookaheads to identify the trade staffing requirements for construction projects.
  • Set up meetings and interviews with suitable agencies based on the project needs and company criteria ensuring compliance with country regulations.
  • Collate all relevant trade documentation from agencies e.g. Trade certs, CVs and skill assessments.
  • Schedule trade tests with the Mechanical Trainer Assessor.
  • Conduct a monthly review of the HR Attendance and Punctuality report to assess compliance against KPIs for all labour agencies & Mercury Projects.
  • Assist with setting up project evaluations for both agency and direct labour for all Mercury Projects.
  • Follow up with projects to complete labour evaluations.
  • Issue reports to agencies on evaluations and punctuality.
  • Collaborate with the Mercury Talent Acquisition team when required.
  • Communicate any concerns or grievances raised by agencies, ensuring timely resolutions, and maintaining a positive working environment.
  • Work with the Analytics team to prepare reports related to labour productivity, and performance metrics for management review.
  • Collate & maintain documentation in folders pertaining to all information for the administration of agency labour. i.e., a labour matrix, trade test modules, trade test certs.
  • Maintain accurate and up-to-date records of all reporting, including but not limited to:
  • Trade Skills Assessments.
  • Labour Evaluations.
  • Attendance and Punctuality reports.
Essential Criteria
  • Previous experience in the role for up to 3 + years
  • Excellent organizational skills to manage various administrative tasks.
  • The ability to work on your own initiative and be an integral part of a busy team.
  • Ability to effectively manage time, prioritise tasks and work within deadlines with little supervision.
  • Ability to take initiative and exercise good judgment and be part of change management.
  • Ability to work in a fast-paced environment.
  • Experience with labour supply chain assurance frameworks
  • Experience with assurance data analytics or monitoring software tools
  • Knowledge of Construction Industry.
  • Financial Management Skills. Basic financial management skills, such as budgeting and analysing costs.
