On behalf of The Electoral Commission, we are looking for an Information and Data Governance Manager (Inside IR35) for a 6 Month Remote contract. Offices are in London, Edinburgh, Cardiff and Belfast
We are looking for an Information and Data Governance Manager to provide strategic direction for organisational information governance, data protection and records management to meet the Commission's corporate and business objectives contained in the 5 Year Corporate Plan and the Digital, Data and Technology Strategy. To take responsibility for the implementation of relevant policy and procedures, ensuring compliance with statutory regulations and standards specified by the National Archives and other bodies. To advise the Head of Digital, Data, Technology & Facilities on the development of robust information governance within the Commission and to take a leading role in the implementation of information related projects. To provide the policy framework for the Commission's use of information systems to support its business objectives and to ensure that these efficiency in business processes and compliance with statutory requirements.Act as the Data Protection Officer for the Electoral Commission.
Responsibilities
. To act as a leader for all information and records management conducted by the Commission, whether paper or electronic, providing advice, support, and guidance to all Commission staff.
. Develop and implement an Information Governance framework and related policies and procedures to support the Digital, Data and Technology Strategy and other business needs.
. Act as the statutory Data Protection Officer provide strategic advice and maintain the policies, processes, manage incidents and reporting required to meet the requirements of the UKGDPR and Data Protection Act 2018.
. To work in conjunction with other directorates ensuring compliance with policies and procedures and regulatory requirements
. To ensure the Commission policies and procedures adhere to good records management practices in accordance with public records legislation and international standards.
. To effectively manage internal projects and workstreams to introduce new systems and refine organisational processes to improve compliance.
. To ensure teams across the Commission manage their information effectively and to make best use of the organisation's key systems such as 0365.
. Provide effective management including resource planning and allocation of work and responsibilities through the team and project teams as appropriate via Matrix management.
. Manage, advise, support, and guide the organisation and team who run the Access to Information processes for the organisation and support the maintenance of compliance with the Freedom of Information Act 2000, data subject rights requests under the UK GDPR and the Environmental Information Regulations and act as first point of contact for the ICO.
. Direct strategic advice and guidance on cyber and data incident management and training on cyber, data protection and information governance training to all levels of the organisation.
Experience
. Substantial experience of working in information and records management and providing strategic guidance.
. Experience of managing information related change projects and providing advice to significant organisational system projects.
. Experience of managing a team and take responsibility for developing people, systems and processes.
. Strong knowledge of public records legislation and organisational publishing obligations.
. Demonstrable knowledge of Knowledge of Freedom of Information/Data Protection legislation and implementation of compliance frameworks, policies, and processes.
. Technical knowledge of MS 0365 or higher and supporting technology tools for compliance and records management.
Desirable
. Experience of answering enquiries from internal and external stakeholders and regulators
. Drafting procedural guides and policies.
. Experience of leading and managing during incidents related to cyber security and data protection and developing related policy and processes.
. Good IT skills, including knowledge of Microsoft Word, Excel, PowerPoint, and Project
. Knowledge of e-government initiatives, eGMS cross-government standards for metadata and inter-operability
