Main Purpose
Responsible to the relevant Waste Collection Manager through the Route Balancing and Optimisation Officer, for the provision of accurate data entry, systems management and analytical support to optimise daily Service operations across all waste streams domestic and commercial.
Responsible for maintaining, updating and inputting data into the services operational route and customer relationship systems, analysing key performance metrics and producing detailed operational and management reports, both structured and ad hoc.
Additionally, the postholder will manage service specific information requests including freedom of information requests, stage complaints and management information, preparing and analysing data as appropriate and providing responses to queries.
Main Roles and Responsibilities
- Input, maintain and update accurate operational data within relevant systems to ensure reliability of information and support route planning and design.
- Undertake comprehensive data analysis across waste collection operations to identify trends, gaps and opportunities to improve service delivery and efficiency.
- Collate and interpret complex statistical data to produce regular management and ad hoc reports, performance dashboards and analytical summaries for senior management.
- Assist with the onboarding of new operational systems to support Resources and Fleet and Street Cleansing operations including GIS mapping to support front line crews and decision making.
- Investigate, extract and analyse historical operational data using both in built and third-party tools to build comprehensive evidence and information to support corporate complaints.
- Co-ordinate the extraction, preparation and presentation of operational information to ensure compliance and timely fulfilment of FOI requests.
- Monitor and audit data quality within operational systems, identifying discrepancies and taking corrective action in liaison with relevant operational managers where necessary to ensure data integrity.
- Liaise with internal and external stakeholders to streamline data flows between operations, systems, platforms and CRM channels. Assist in the benchmarking of service performance data against industry standards to support the development of data driven best practices.
- Support the Waste Collection Manager and their direct reports with data driven evidence for resource allocation and service delivery plans.
- Maintain compliance with corporate data protection and information governance policies, ensuring all sensitive operational customer data is managed securely.
- Provide basic system support, training and user guidance to operational staff regarding operational software data entry requirements. Undertake general administrative tasks efficiently to support wider team objectives and workflows.
- Provide operational cover for the Route Balancing and Optimisation Officer during periods of leave and peak workloads, assisting with route balancing and mapping tasks to ensure service continuity, within the postholders sphere of responsibility.
- Motivate and manage any staff, that may be assigned to the post holder to ensure effective service delivery and to be responsible for reviewing and implementing a proper staff training and development programme.
- Participate in all induction and in-service training provided by Belfast City Council and in the induction and support of all newly appointed staff and other human resource management policies and procedures, as appropriate, including, absence management, disciplinary and grievance procedure.
- Participate as directed in the Councils recruitment and selection procedures.
- Act in accordance with the council and departmental policies and procedures including customer care, equal opportunities, health and safety, safeguarding and any pertinent legislation.
- Undertake the duties in such a way as to enhance and protect the reputation and public profile of the council.
- Undertake such other relevant duties as may from time to time be required.
Essential Criteria:

Applicants must, as at the closing date for receipt of application forms:
be able to demonstrate on the application form, by providing personal and specific examples, at least one years relevant experience in each of the following three areas:
- experience in high volume data input, system updates and management of operational databases or relevant specialised operational software packages,
- manipulating and analysing complex data to generate metrics and reports to inform decision making,
- experience in retrieving, investigating and summarising data under tight timelines to assist with complaints, FOIs, and management information requests.

Information technology skills: The ability to understand how information technology can improve business effectiveness, be innovative in its application and be able to specify requirements with precision. The ability to operate specialist software packages and to advise users, identify problems with hardware, software or user operation and offer solutions.
Systems development skills: The ability to review and implement systems and processes required to maintain the effective and compliant operational procedures for the service and to deliver up-to-date management information.
Customer care skills: An understanding of customer care and consultation principles and the need to respond to client and customer demands.
Analytical and decision-making skills: The ability to analyse complex situations and take appropriate decisive action using the data that has been gathered with an understanding of the possible wider corporate implications of such action.
