Job Description
Overview
E H Hassell & Sons, a long standing 3rd generation family business are seeking an experienced HSQE Manager with vast experience within the heavy industrial areas of Material Handling Equipment & Heavy Steel fabrication sector.
Purpose of Role:
To lead, implement and maintain high standards of Health, Safety, Quality, and Environmental (HSQE) compliance across the whole of E.H. Hassell & sons business operations, in line with current statutory requirements and appropriate ISO standards.
Responsible for both the strategic leadership and frameworks and the necessary hands on involvement, to effectively oversee and deliver HSQE operations for both the fabrication and engineering side of the business (Goods in, quality and inspection, welding, paint spraying, and assembly) and the sales, service and hire operations (including on-site and off-site service, repair, and installation of waste and recycling plant machinery).
The role holds line management responsibility for an Inspection Manager and has matrix responsibility for compliance for HSQE across the organisation, ensuring HSQE is at the heart of all business operations and fully integrated into the company culture.
Key Responsibilities:
Health & Safety (On-Site & Off-Site)
Lead the development and implementation of an effective, positive and proactive health and safety culture, where health and safety is lived and breathed across the organisation and at every level.
Drive engagement and accountability among staff to embed safe behaviours and a "safety-first" mindset across all departments.
Develop, implement, and maintain comprehensive H&S policies, procedures, and safe systems of work across all areas of the business. (Engineering and fabrication and on site and field-based service activities).
Provide robust oversight and control of off-site service, repair, and installation work, ensuring:
Effective RAMS and site-specific safety plans for all works
Compliant Lifting plans and adherence to LOLER regulations
Client and third party safety coordination
Lone working and emergency procedures are in place and understood
Conduct and maintain risk assessments, COSHH assessments, and safety inspections across operations.
Ensure appropriate H&S training and competence levels for staff in relation to their roles.
Lead investigations into accidents, incidents, and near-misses; ensure corrective actions and shared learning are delivered and tracked.
Quality Assurance
Develop, maintain and improve across the business the company's Quality Management System (QMS) to meet internal standards and external requirements (e.g. ISO 9001 and ISO 1090).
Support the Inspection Manager in the effective delivery of inspection regimes, welding procedure compliance, and quality documentation control.
Manage non-conformances and customer feedback through structured root cause analysis and timely corrective actions.
Collaborate with production, design, and sales and service teams to ensure quality is built into every stage of the product and sales and service lifecycles.
Standard Operating Procedures (SOPs)
Lead and support on ensuring that all key operational processes (fabrication, paint, assembly, and sales and service) are governed by clear, documented Standard Operating Procedures.
Lead the creation, review, and continual improvement of SOPs across all business areas, to ensure they are fit for purpose, practical, and compliant with relevant ISO standards and legislation.
Promote ownership and consistent application of SOPs across all functions.
Environmental Management
Oversee compliance with environmental legislation and best practices, especially in relation to hazardous substances, waste, emissions, and energy use.
Support the development and maintenance of an ISO 14001-compliant Environmental Management System.
Drive environmental awareness and sustainability initiatives throughout the business.
Leadership & Organisational Influence
Lead and manage on the creation of a lived and breathed culture in relation to all areas of HSQE.
Hold matrix responsibility for HSQE compliance across the entire organisation - including production, engineering, sales, service, and stores.
Advise the leadership team on all HSQE matters and where necessary diplomatically challenge the status quo, to ensure compliance with statutory requirements.
Ensure compliance and adherence where appropriate and required, of third party organisations and clients in relation to E.H Hassell HSQE protocols.
Deliver relevant training, inductions, toolbox talks, and awareness sessions to all employees and contractors.
Chair internal compliance meetings and contribute to operational leadership discussions.
Be a key project stakeholder in the roll out of the proposed ERP system.
Directly line manage the Inspection Manager, supporting their development and ensuring effective inspection and quality assurance activities.
Continuous Improvement & Compliance
Stay up to date with relevant legislation, guidance, and industry standards
Lead and manage internal audits and support external audits, certifications, and customer site inspections.
Use data and KPIs and provide the required monthly / Quarterly and annual reporting to monitor HSQE performance and drive continual improvement initiatives.
Serve as the primary contact for regulatory authorities, certification bodies, and customer compliance representatives.
Required Qualifications & Experience:
NEBOSH Diploma / IOSH chartered member (or equivalent)
Demonstrable background and experience of leading and managing HSQE in both on site fabrication and engineering environments and off-site service and installation environments
Demonstrable knowledge and experience of:
ISO 9001 / 1090 - Quality , Process and procedures
ISO 45001 and HSG 65 - Health and Safety
ISO 14001 - Environmental
Demonstrable experience and knowledge in developing and implementing SOPs across a business.
Internal Auditor qualification or demonstrable experience of requirements of ISO 19011
Team leadership and / or line management experience
Full UK driving licence - (off-site travel required)
Competent in MS Office (Word, Excel, Power point, project).

Strong leadership and influencing skills at all levels of the organisation,
Confident in promoting and enforcing compliance in a pragmatic and supportive way
Practical, hands-on approach with excellent communication and interpersonal ability
Organised and methodical, with strong report-writing and documentation skills
