HSEQ Manager (Civil Engineering)

MCS Group is proud to be partnering with a well-established Civil Engineering business delivering high-quality infrastructure services across Northern Ireland. Working with major utility clients, you will be heavily involved in working directly with clients.

As HSEQ Manager, you will lead the company's Health, Safety, Environmental and Quality efforts across all operations. Based mainly in Belfast, you'll manage relationships with clients and subcontractors, lead compliance with ISO 9001, 14001, and 45001, and support both internal and external site activities.
You'll have a Junior HSEQ resource conducting site audits and a remote administrator handling daily reporting and checklists. Your role is both strategic and hands-on, reporting directly to the senior leadership team.
You will;
- Represent HSEQ performance at monthly management meetings.
- Act as the main point of contact for clients and subcontractors on all HSEQ matters.
- Lead and support the HSEQ team, offering guidance and development.
- Manage and maintain certifications including ISO 9001, 14001, and 45001.
- Develop and write Risk Assessments, Method Statements (RAMS), and company policies.
- Ensure full compliance across civil engineering, surveys, and leakage detection projects.
- Oversee subcontractor compliance, ensuring safe working practices across multiple projects.
- Provide direction and autonomy, recognising when to be on-site for client meetings or incident response.
What We're Looking For:
- Proven experience in an HSEQ role, ideally within civil engineering or utilities.
- Strong knowledge of ISO standards, RAMS, and HSEQ policy writing.
- Excellent communication skills with the ability to build relationships with contractors and clients.
- Ability to lead a team, set priorities, and make autonomous decisions.
- Hands-on mindset - this is a site-present role, not remote.
- Full driving licence required for site visits across Northern Ireland.
This role requires onsite presence. While flexibility is offered for occasional personal commitments, remote or hybrid working is not suitable. The ideal candidate will be self-motivated and capable of making judgment calls on when they need to be on-site or in the office.
