Job Purpose

To provide a professional HR advisory service across the organisation, supporting managers and senior leaders with a wide range of employee relations, organisational change, and HR policy matters. The role will ensure HR practices are legally compliant, consistent, and aligned with organisational objectives.

Key Responsibilities
  • HR Advisory Support
    • Provide day to day HR advice and guidance to managers on a wide range of employment issues.
    • Advise on HR policies, procedures, and best practice in line with employment law.
    • Support managers in handling employee relations matters effectively and fairly.
  • Employee Relations (ER) Casework
    • Manage and advise on formal ER cases including disciplinary, grievance, sickness absence, and appeals.
    • Support and advise Chairs during formal hearings and appeal panels.
    • Ensure cases are handled consistently, fairly, and in line with policy and legislation.
  • Organisational Change
    • Support restructure programmes and organisational redesign activities.
    • Provide HR advice on TUPE transfers, ensuring compliance with legislation and consultation requirements.
    • Advise managers on change management processes and employee consultation.
  • Policy Development
    • Contribute to the development, review, and implementation of HR policies and procedures.
    • Ensure policies reflect current employment law and organisational needs.
Knowledge, Skills & Experience
  • Essential
    • CIPD qualified at Level 5 or above, or working towards full CIPD membership.
    • Strong experience in HR advisory or employee relations roles.
    • Knowledge of employment law and HR best practice.
    • Experience supporting formal HR processes such as disciplinaries, grievances, and appeals.
    • Ability to advise and influence managers and senior stakeholders.
  • Desirable
    • Experience working within local government or the wider public sector.
    • Experience supporting TUPE and organisational restructures.

    • Strong communication and interpersonal skills.
    • Ability to handle sensitive and complex employee issues.
    • Confident in advising at hearings and formal meetings.
    • Strong attention to detail and understanding of HR compliance.
