Management role within the Learning, Skills and Employment function at an establishment. This is a non operational position with line management responsibilities.
SummaryThe role involves implementing national policies, contributing to revisions of local policies, and ensuring that the establishment regime meets the needs of offenders and reduces re offending risk. The focus is on learning, skills, and qualifications for all activities with an emphasis on employability, education, and training on release.
Responsibilities and Duties- Ensure all staff within Learning, Skills and Employment provide a respectful, safe environment for prisoners and staff.
- Manage the Offenders Learning and Skills Service (OLASS) and non OLASS activities, including industries and gymnasium.
- Assist in planning and implementing quality assurance frameworks and coordinate Self Assessment Reports (SARs).
- Develop and coordinate learning and skills activities (education, vocational training, physical education, library provision) to provide a comprehensive programme.
- Plan and coordinate learner journeys from reception to release.
- Administer distance learning, further education, Open University programmes and ensure quality assurance of Prisoners' Individual Learning Plans (ILP).
- Work with resettlement services, risk management and other functions to encourage continued learning on release and arrange Offenders Pathways.
- Monitor Service Level Agreements (SLAs) for education, library services and training providers.
- Deliver industries vocational training, ensuring appropriate screening, assessment and referral processes.
- Ensure services commissioned agree with SFA, Education provider and Advice and Guidance Agency.
- Chair quarterly Quality Improvement Group/OLASS Partnership Meetings and attend as required.
- Maintain relationships with funding bodies such as Learning and Skills Council and Youth Justice Board.
- Prepare accurate figures (e.g., hours delivered) for funding releases.
- Prepare material for internal and OFSTED audits and act as OFSTED nominee.
- Contribute to prisoner reports and parole reports.
- Manage devolved budgets according to financial procedures.
- Manage staff performance, development, annual appraisal and sickness absence.
- Implement HMPPS standards and Service Delivery Indicators (SDIs) within the work area.
- Ensure compliance with national and local policies (National Security Framework, Local Security Strategy, Finance Manual).
- Attend relevant boards/meetings and contribute as chair or member.
- Provide leadership and direction through briefings, communication and relationship building.
- Produce reports and respond to correspondence within agreed timescales.
- Liaise with internal and external stakeholders.
- Manage resources and contribute to mid to long term business planning.
- Ensure Health and Safety legislation compliance and risk assessments.

The candidate must have relevant qualifications in their area of work, or be studying towards them, including recognised training qualifications or be an NVQ assessor with specialist knowledge and experience in the relevant industry. They must keep up to date with knowledge and working practices in their area of expertise.
Hours and Working Hours- 37 hour working week.
