Health, Safety, Environment & Quality (HSEQ) Officer Location:

Greater Dublin area (office and site-based)

Role Overview

The Health, Safety, Environment & Quality (HSEQ) Officer will support multiple civil engineering and utilities projects across the Greater Dublin region. Reporting to the HSEQ Manager, the role involves a mix of office-based and site-based activities and requires close collaboration with project and construction teams.

The successful candidate will play a key role in ensuring a safe, compliant, and high-quality working environment across all operations, with responsibility for implementing and maintaining health, safety, environmental, and quality standards in line with legislation and best practice.

This role is suitable for an experienced HSEQ Officer or a qualified HSEQ professional ready to take the next step in their career.

Key Responsibilities

• Prepare comprehensive risk assessments and method statements for onsite activities.
• Review and approve subcontractor risk assessments and method statements.
• Ensure all project documentation complies with Health and Safety Authority (HSA) requirements.

Health, Safety & Environmental Leadership

• Promote a strong safety-first culture across all projects.
• Support project teams in developing and maintaining safe systems of work.
• Ensure statutory health, safety, and environmental obligations are met at all times.

Regulatory Compliance

• Monitor and enforce compliance with all applicable local and national health and safety legislation.
• Ensure client-specific health and safety requirements are consistently upheld.

Procedures & Systems

• Develop, implement, and maintain HSEQ procedures and controls in line with legislation and industry best practice.
• Support continuous improvement initiatives across health, safety, environmental, and quality systems.

Site Management

• Coordinate key elements of site health and safety, including inductions, welfare facilities, first aid provision, and emergency arrangements.
• Conduct regular site inspections and audits.
• Assist with the development and delivery of HSEQ training, toolbox talks, and awareness sessions.
• Work closely with site management to improve safety awareness and performance.

Monitoring, Auditing & Quality

• Maintain an active HSEQ monitoring system with regular audits and inspections.
• Support compliance with ISO 9001, ISO 14001, and ISO 45001 standards.
• Identify non-conformances and areas for improvement, and help implement corrective actions.
• Assist in hazard identification and risk assessment for high-risk activities.
• Support incident investigations, ensuring root cause analysis is completed and corrective actions are implemented.

Experience, Knowledge & Qualifications

• Recognised third-level qualification in Health & Safety (e.g. BSc in Health & Safety).
• Minimum of 5 years' experience in a similar HSEQ role.
• Strong knowledge of HSEQ legislation and requirements.
• Experience in incident investigation and reporting.
• Good understanding of civil engineering and utilities operations.
• Competent in Microsoft Office and general IT systems.
• Excellent organisational, communication, and interpersonal skills.
• Ability to work independently and as part of a multidisciplinary team.
• Full clean driving licence.
• Valid Safe Pass and Manual Handling certification.
• Knowledge of electrical networks (HV, MV, LV).
• Training in Signing, Lighting & Guarding at Roadworks.
• Training in Location of Underground Services.
