Job Description

Weare seeking a knowledgeable, experienced and qualified resilienceprofessional to lead the Emergency Preparedness function for our busyhospitals. As one of the largest NHS organisations in the country we are on ajourney of continuous improvement in our Emergency Preparedness, Resilienceand Response arrangements.

Youwill be joining an established and well-regarded team, providing expertiseand support to our clinical service, clinical support and corporate teamswhilst ensuring our organisation wide plans and procedures meet nationalstandards and best practice.

Workingto the Chief Operating Officer and with our Leeds, WYAAT and Local ResilienceForum partners you will be an excellent communicator, organised and resilientand able to inform and influence at all levels. As a calm and consideredprofessional youll also be confident in delivering training and developingexercises whilst ensuring lessons from incidents and events are captured andimplemented

Job responsibilities

Thepost holder will be responsible for leading on behalf of the Chief Executivethe organisations Emergency Preparedness, Resilience and Response andBusiness Continuity planning and response agenda and ensuring that theorganisation discharges its responsibilities in relation to the CivilContingencies Act 2004 and all subsequent Department of Health and NHSnational guidance and legislation such as the Health and Social Care Act(2012), NHS standard contract, NHS England Core Standards for EPRR, NHS EnglandFramework and NHS England Business Continuity Management Framework. The postholder will be responsible for ensuring that all relevant Trust guidance isdeveloped, plans remain current and are regularly tested, mechanisms are inplace to ensure that operational staff at all levels are trained, the ChiefExecutive and the Board are regularly updated as to progress and that robustlinks are maintained with other organisations to ensure that plans areintegrated across a multi-agency system.

Thepost holder will have responsibility for a training budget, and linemanagement responsibility for the Emergency Planning Officer andadministrative support.

Person Specification Experience
  • Experience of working in a complex public-sector environment. Experience of multi-agency working across a range of organisations with competing priorities and needs.
  • Experience of interpreting national policy in relation to resilience and implementing strategic plans, ideally in an NHS environment.
Qualifications
  • Educated to degree level or equivalent e.g. professional health service qualification. Evidence of ongoing professional development.
Skills & behaviours
  • Ability to work to tight deadlines and manage competing priorities.
  • Strong interpersonal skills, ability to accept differing points of view.
