Rate: Negotiable day rate (Inside IR35, umbrella)

Job Purpose

This role will oversee the insourcing of the Property Professional Services Design function via TUPE, managing a team of approximately 30 professionals and overseeing supplier relationships. The post holder will provide strategic leadership, ensure service excellence, and drive innovation in property design and delivery.

Key Responsibilities

• Lead the transition of services from external providers to in-house delivery, including full responsibility for TUPE processes
• Ensure systems and processes are in place for continuity of service during transition
• Provide advice on organisational design and recruitment for a future-fit operating model
• Manage and develop a multidisciplinary team of circa 30 staff, fostering a high-performance culture
• Oversee supplier relationships and ensure robust contract governance and value for money
• Champion innovation and continuous improvement in property design and delivery
• Ensure compliance with statutory regulations, health and safety standards, and council governance frameworks

Person Specification

• Extensive experience in property services leadership within a complex organisation
• Proven history of managing large teams and supplier relationships
• Strong understanding of TUPE regulations and service transition
• Experience of leading a property professional services design office and delivering projects (RIBA stages, BREEAM)
• Strategic thinker with excellent stakeholder engagement and communication skills

The portfolio of work is circa £120m, covering major school projects, a health centre, an 80-bed nursing home, and office expansions/refurbishments.
