Role Overview

As Head of Local Finance & Compliance, you will lead the centralised team responsible for the financial compliance, operational finance, and statutory obligations of Cubic's global group of subsidiaries. Based in Dublin, this role covers all local entity financial reporting (IFRS/local GAAP), tax and regulatory compliance, revenue assurance, payroll, AP/AR, and coordination of outsourced providers.

This role is critical to ensuring financial integrity and governance across the business and acts as the link between group finance leadership and local statutory operations. It offers the opportunity to drive global process improvements and ensure local compliance in a highly dynamic, cross-border environment.

Key Responsibilities

1. Financial Control & Month-End Close

  • Line-manage the Financial Controller, who is responsible for ensuring accurate, timely, and scalable month-end close processes across all legal entities.
  • Oversee the integrity of local books and records across 26 subsidiaries.
  • Ensure full reconciliation of key balance sheet accounts and timely reporting into group consolidation processes.

2. Compliance & Statutory Reporting

  • Ensure compliance with all local statutory reporting, tax filings (CIT, VAT, WHT), and regulatory requirements.
  • Own the delivery of local statutory accounts under local GAAP and their alignment with IFRS where required.
  • Manage external advisors for statutory audits, tax submissions, and country-specific compliance.

3. Operational Finance Oversight

  • Lead and develop the operational finance team responsible for:
    • Accounts Payable (AP) - invoice processing, vendor management, and payment controls.
    • Accounts Receivable (AR) - invoicing, collections, credit control.
    • Payroll - centralised payroll operations in conjunction with HR and local providers.
    • Revenue Assurance - ensuring accuracy and completeness of billing and revenue recognition.

4. Governance & Controls

  • Implement and continuously enhance financial control policies, standard operating procedures, and documentation.
  • Maintain a robust internal control environment aligned with audit and regulatory expectations.
  • Ensure compliance with internal Delegation of Authority policies and transactional approvals.

5. Cross-Functional Collaboration

  • Coordinate closely with:
    • Group Reporting for month-end inputs, GL integrity, and consolidation.
    • Group Tax on transfer pricing, intercompany charges, and compliance planning.
    • FP&A to support forecasts and budget inputs at local entity level.
    • Commercial and Legal teams on contract compliance, indirect tax structuring, and billing validation.

6. Process Ownership & Improvement

  • Standardise and document finance operations and local reporting processes across jurisdictions.
  • Identify and implement automation opportunities and system enhancements (e.g., ERP/NetSuite workflows).
  • Drive service-level improvements with outsourced finance providers.
  • Qualified accountant (ACA/ACCA/CIMA) with 8+ years post-qualification experience in a global finance organisation.
  • Strong understanding of financial operations, local GAAPs, IFRS, and multi-country compliance frameworks.
  • Proven experience managing teams including financial controllers, AP/AR, payroll, and outsourced providers.
  • Demonstrated ability to scale operational finance processes and improve month-end close performance.
  • Skilled in managing global subsidiaries, statutory reporting obligations, and tax compliance.
  • Advanced working knowledge of NetSuite or similar ERP systems.
  • Excellent communication and stakeholder management skills.
