Digital Directorate

The Digital Directorate leads on service ownership, service design, and the development of technical services for the Infected Blood Compensation Authority. The team is responsible for designing, developing, and maintaining an effective service for the payment of compensation to support IBCA's mission.

Our work includes designing processes, guidance, technical architecture, and infrastructure that underpin our digital services.

We collaborate across all areas of IBCA and directly with users to create a service that is user-centered, legislatively compliant, and technically robust.

Job Description

Reporting to the Director of Digital, the Head of Delivery ensures the successful delivery of IBCA's strategy and service development, providing effective IT support.

The role involves delivering the Infected Blood Compensation Scheme to specified standards, working with the Head of Product and CTO. The Head of Delivery will lead multiple teams, including product, design, and technical experts, working alongside operational and data specialists to deliver a user-centered service efficiently.

You will engage with various stakeholders to align and communicate service plans, ensure appropriate structures and workflows are in place, and develop plans in line with Government Service Standards. You will also ensure a clear IT strategy is in place and collaborate with CO Digital for support.

Key Responsibilities
  • Agile Programme Management: Establish models, tools, and practices for multi-team working, including planning, reporting, retrospectives, and sprint planning.
  • Commercial and Financial Management: Support value for money and manage supplier relationships.
  • Outcome Delivery: Work with stakeholders to align development plans with the roadmap, manage risks, and ensure operational readiness.
  • Digital Leadership: Lead digital teams, ensure alignment with the roadmap, and oversee progress and risk management.
  • Stakeholder Engagement: Collaborate with internal and external stakeholders to ensure clarity and buy-in.
  • Embedding Agile Approaches: Promote agile and service-oriented mindsets, adherence to standards, and test-and-learn approaches.
  • IT Strategy and Provision: Manage IT infrastructure, hardware, and software strategies, and coordinate with partners to meet requirements.
Person Specification

You will possess:

  • Exceptional leadership skills to inspire and engage teams under ambiguity
  • Experience leading digital teams with effective planning, risk, and dependency management
  • Experience managing large-scale digital services with technical standards in place
  • Strong stakeholder relationship skills and collaborative working ability
  • Financial acumen and experience managing supplier relationships
