Job Description:Lead and oversee the regional data management function for the Europe (Ireland and UK) and Asia Pacific region, delivering an integrated data management strategy, governance, and regulatory program. This program is an extension of the Enterprise Data Management Office (EDMO). The role has direct reporting accountability to the TDGF CIO (Dublin) for regional execution alignment, with a dotted line to the VP, Enterprise Data Management Office (EDMO) for enterprise data management requirements, governance, and strategic direction. Accountable for supporting EDMO-established enterprise data management requirements within the Europe and Asia Pacific region, while assessing, integrating, and addressing regional regulatory and jurisdictional requirements through the regional data management operating model. Initial focus of the role execution is focused on TDGF (the TDS Dublin entity), but the strategy and operating model should be extendable to other regional entities in London and Asia Pacific.
KEY ACCOUNTABILITIESEstablish and evolve regional data operating model for: Clear ownership across regional Hub and Spoke model Alignment to Enterprise Data Management Standard and regional regulatory expectations Establish clear governance and escalation pathways across: Regional leadership ( Regional entity management including Technology Management) Enterprise governance (EDMO, Risk, Compliance) Develop, communicate, and implement the Europe and Asia Pacific data management strategy, aligned to enterprise requirements and in partnership with the TDGF CIO and regional entity management, while integrating with regional delivery priorities Lead and oversee strategic data program, with alignment to both regional business priorities and enterprise EDMO strategy and roadmap Ongoing review and assessments of regional regulatory requirements and alignment between: Enterprise Standard, Procedures, Policies Local regulatory obligations and related projects (e.g and notably BCBS 239 in EU) Integrate Regional DMO into enterprise governance forums including data council and forum Lead and develop a regional data management office with core accountabilities aligned within the Regional Technology Management structure via reporting to the TDGF CIO, with strong alignment to enterprise EDMO practices and capabilities Provide an integrated and aggregated view of regional data management office activities, risks, and progress, delivering executive-level reporting to: Regional leadership, notably the TDGF CIO Enterprise EDMO (VP level) Entity and regional governance committees including Boards Regulators (if required) Chief Data Officer Proactively identify, assess, and escape data-related risks, with visibility at both: Regional management level - Regional CIOs, Head of Data Risk EAP and other identified regional management stakeholders/committees Enterprise (EDMO / Risk committees) Promote understanding and adoption of enterprise data management metrics, reporting, and data risk management practices across regional spokes. Where tailoring of metrics is required to meet regional regulatory requirements, partner with the appropriate EDMO stakeholders to define and deliver, enabling consistent measurement, transparency, and informed actions to reduce data risk. Drive consistency of data management practices across the Europe andAsia Pacific region Lead cross-functional alignment across business, technology, and control partners, coordinated delivery across Regional Management and EDMO priorities Lead engagement with regional and enterprise Risk, Compliance, Legal, Audit Drive continuous improvement of data management practices Foster collaboration across technology business, operations (including corporate functions in region) and EDMO teams Provide coaching, development, and succession planning, aligned to enterprise data capability expectations
