Head of Commissioning & Market Development

NEW JOB ALERT - CONTRACT - HEAD OF COMMISSIONING & MARKET DEVELOPMENT FOR COMMUNITY AND HOUSING

A local authority in London is seeking an experienced strategic leader to take on the role of Head of Commissioning & Market Development. This is a high-impact interim position overseeing commissioning, procurement, and market shaping across Adult Social Care, Housing, and Libraries - driving forward transformation, integration, and improved outcomes for residents.

MUST HAVE EXPERIENCE:

• Leading commissioning and market development in local government or related public services
• Managing large-scale contracts and procurement processes
• Overseeing multidisciplinary teams (contracts, brokerage, BI, financial assessments)
• Delivering cost efficiencies, service transformation, and resident-focused outcomes
• Working collaboratively with NHS, voluntary sector, and internal senior stakeholders
• Applying Care Act duties and public procurement law in a strategic commissioning context

ESSENTIALS:

• Strong strategic thinking and commercial insight
• Leadership experience in politically sensitive, fast-paced environments
• Excellent stakeholder engagement and influencing skills
• Proven ability to improve contract performance and drive innovation
• Financial oversight of commissioning budgets (£40m+)
• Ready to hit the ground running in a short-term interim role

Location: London/Hybrid (3 days on-site in South London)

Rate: £600 per day

IR35: Inside IR35

Contract Length: 3 months initially (Possibility of extension)
