The RoleThe Facilities & Fleet Functional area is responsible for obtaining and maintaining Uisce Éireann's headquarters and regional offices, including activities such as security, property management, spatial planning, capital projects and building management. The function has the responsibility of delivering a highly effective Facilities Management Service for Uisce Éireann, this involves reviewing and implementing solutions to meet the current and future property and maintenance needs of the business, safeguarding the security of all Uisce Éireann's facilities and locations and the management of the company's complex fleet.
The Fleet team is responsible for managing and maintaining the UÉ fleet of vehicles, Light Commercial Vehicles, Heavy Goods Vehicles and Mobile Equipment which has a potential scale of 2,000 to 2,500 vehicles / units. The team ensures that the size of the fleet and vehicle types are appropriate to meet the demands of UÉ. The team are responsible for developing, maintaining and standardising vehicle design standards / specifications across UÉ and manage the procurement of all fleet (both purchase and disposal) as well as delivering the significant fleet replacement and training programmes.
Reporting to the Fleet Technical Manager, the Fleet Operations Reporting Analyst will be responsible for administration control of new and existing processes that supports fleet compliance, financial controls and safety. The Fleet Operations Reporting Analyst will need to work in a creative and collaborative team environment to support the fleet function.
Main Duties and Responsibilities- Act as the primary lead for day-to-day interactions incl approval with fleet requests, task and training requirements processes for fleet safety and compliance reporting
- Information management and support and control IT systems incl Oracle, SharePoint / MS app automation, ServiceNow workflows, and Maximo and other applications such as fleet management software
- Support the implementation of new technologies across fleet to promote a culture of continuous improvement e.g. training on use of handheld technology for vehicle inspections, use of new Fleet Management Systems to record driver records, on-line driver assessments etc.
- Ensure governance and compliance controls are in place at all stages of the Opex and Capex Procurement for the fleet function
- Support internal and external audits within Fleet and various programmes of ISO / Management System / VanSafe audits etc.
- Collaboration with key internal stakeholders across the UÉ business on fleet safety, sustainability and efficiency performance.
- Support the Fleet Team in developing and managing Fleet Policies, Manuals, SOPs etc. using the UÉ Document control process.
- Seek opportunities for Continuous Improvement / Implementation of best practice to improve performance. Documentation of processes and implementation of efficiencies as they are developed
- Act as a central point for decision making and issue resolution for all operational fleet matters
- Engage collaboratively across UÉ functions- including Finance, Procurement, Asset Operations and Sustainability-to ensure contracts meet business needs
- Support Uisce Éireann's sustainability ambitions by enabling fleet decarbonisation, including progress toward the fossil CO2 reduction target, EV/HVO rollout, and fleet electrification strategy
- Promote behavioural change through sustainability focused driver training, EV familiarisation, green driving and data led performance insights.
- Collaborate with key internal stakeholders across the UÉ business
- Responsible for promoting and delivering health and safety commitments across UÉ and its supply chain, reinforcing positive behaviours and delivering health and safety objectives and requirements to the highest industry standards.
- Support the delivery of the Uisce Éireann Transformation Programme, driving results required within the Directorate and supporting organisation wide objectives.
- Conduct duties and responsibilities in accordance with Uisce Éireann's Information Security policies, standards, processes and controls to protect the confidentiality, integrity and availability of UÉ business information and delivery of critical services, in accordance with the NIS Directive and any other relevant cybersecurity regulation.
- Other duties as required.
- A minimum of 3 years' experience in the water, utilities or similar industries is desirable and or relevant experience
- Strong proficiency in controlling operational processes through digital IT systems and data driven reporting
- Proven ability to lead operational teams, manage contracts and suppliers, and drive performance improvement
- Relevant third level qualification and or accreditation is desirable
- Experience working with a team, with strong people, change management and conflict resolution skills
- People Management skills an advantage.
- Demonstrated proficiency in fleet management systems, reporting software, and Microsoft Office packages, with the ability to analyse data and support operational decision making.
- Ability to develop and maintain effective partnerships with key stakeholders internally and externally
- Proven track record with dealing with complex issues, proactively and in a timely fashion along with the ability to communicate information to others
- Highly motivated individual, working to the highest professional standards and with proven ability to deliver results within a team.
- Strong analytical skills and ability to identify and analyse problems and potential improvements, and propose and implement solutions
- Demonstrate adaptability and the ability to change focus and direction in line with business strategy and requirements
- Proactively identifying new areas of improvement and using newly gained knowledge and skill on the job
- Full Valid Driver's License is preferable.

Please note the Market reference point (midpoint) of the range is generally the upper end of the offer where someone is deemed to be fully competent to take on the duties of the role, and leaves room for the employee to progress through the pay range as their experience develops further.
