Job Description
The main purpose of the Fleet & Building Services Manager is to ensure the fleet needs of the Meridian City Police Department are met through proper inventory control, maintenance and logistics management. This position ensures that there are sufficient vehicles (cars, motorcycles, other) available for use and that they are in good repair for maximum safety of the officers and the public. The Fleet & Building Services Manager manages the patrol parts inventories, schedules cars for routine maintenance, handles the purchase and build out of specialty vehicles, takes care of vehicle licensing and registration, maintains the records of car assignment, maintenance, accidents and repairs, and manages overall fleet inventories in accordance with established standards. This position maintains and reconciles applicable accounting records for Finance, including Purchase Orders, invoicing, coding and processing for payment. Duties of Fleet & Building Services Manager also include the budgeting and coordinating of maintenance repairs and emergency maintenance responses for the Police Department building. This position works under general direction and supervision of the Support Services Commander (SSC) while working closely with other department personnel and exercises a moderate (high) level of discretion in the course of work performed. The Fleet & Building Services Manager may also perform some basic maintenance for vehicles, such as ensuring proper air pressure in tires, replacing a light bulb or fuse.- Must have a minimum five years of previous administrative fleet management experience with exposure to building management services, finance and budgeting, cost analysis and accounting practices as well as inventory and asset management control duties, or any combination of education and experience sufficient to perform the essential functions of the job.Essential Duties & Responsibilities: Oversees department fleet of vehicles for maintenance and repairs; Maintains appropriate vehicle replacement parts inventories per established standards; creates and maintains records associated with inventory management; Schedules all routine maintenance services required for fleet vehicle; may perform very basic maintenance i.e. what most consumers are able to perform on vehicles to ensure they are available for use; Responds to reported vehicle concerns and troubleshoots problem to find fast and cost-effective means of repair; Plans and executes the logistics associated with moving vehicles to/from locations performing maintenance, etc.; Provide first line supervision for department volunteers. Schedule and assign volunteers tasks to assist in the relocation and cleaning of vehicles as well as other jobs around the department; Develops good working relationships with established vendors providing the vehicles themselves, build of units, mechanical repairs, body-work or decal services; Maintains established or recommended fleet levels by researching, proposing, initiating, and completing the purchase and build out of new cars and equipment removal, disposing of old or unusable cars and equipment via auction or other means. Possess knowledge of City and State purchasing rules to obtain and dispose of equipment and gear; Responsible for all aspects of paperwork associated with the purchase of the new vehicles including working with the SSC to obtain purchase orders, handling registration and licensing of vehicles: Maintains dispatch radio records and works with a Patrol Lieutenant to update dispatch when vehicle radio assignments change Work with ACHD to maintain accurate Opticom registry and update programming. Handle all repairs of these devices; Purchases radar and lidar, equipment. Maintain this equipment in serviceable working order, handle repair and obtain calibration certifications when required; Possess working knowledge of MDTs, hardware, e-cite, and electronics in vehicle. Work closely with City IT Department to troubleshoot problems and concerns; Assists in the evaluation of products and supplies for police officers and other personnel; Request equipment for test evaluation; Assist administrative personnel with oversight and inventory of other department assets as needed; Acts as primary point of contact for building maintenance; may respond off hours to a building emergency to ensure issue is quickly resolved; Coordinates scheduling of all building maintenance issues and repairs. Handle servicing of fire extinguishers in the building and the patrol cars after use; Conducts regular inventories of department fleet and parts; maintains appropriate records Purchases supplies for traffic and patrol response and maintains levels of misc. items from equipment batteries to OC; Frequently audits supply of Patrol forms and orders forms to keep inventory up, works with local printing company to design and produce forms as needed; Manage department assigned AED inventory (currently 56 and growing), maintenance, and national registry; Performs data entry, invoicing, filing, and other administrative duties as required; Analyze past expenditures, expected needs and future cost projections, develop detailed input into budget development; Assist with building project management and tenant improvement and new construction projects; Review year to date spending reports and monitor during budget cycle to advise of necessary adjustments and carryovers; Conduct annual audit of department assets, vehicles, and building inventory for the finance department; May attend demonstrations and trade shows in coordination with other Police Departments in the region. Collaborate with local government fleet information sharing group to solve problems, demo vehicles and equipment, and discuss fleet purchasing decisions based on cost analysis and current market price points. Also work closely with other departments within the City of Meridian for fleet related purchases; Work with the Meridian Fleet Advisory Committee and Regional Fleet Groups to adhere to and improve policies and share information.Knowledge, Skills & Abilities: Must be proficient in the use of Microsoft Office programs and be able to learn other data base and department specific systems. Manage and create databases to track the department's fleet, patrol division inventory as well as tracking and monitoring capital expenses for replacement, maintenance and/or repairs; Must be able to understand and have a working knowledge of the City's Financial Planning (CFP) software; Working knowledge of vehicles and basic maintenance is required; Working understanding of building systems is required; Must have basic mechanical knowledge and skill sufficient to perform routine maintenance on vehicles such as tire inflation, changes light bulbs or fuses, topping off fluids; Requires the ability to think strategically in order to effectively plan out work (e.g. coordinating multiple cars to maintenance or during build out process) to use time and resources most efficiently; Requires the ability to prioritize tasks and multi-task effectively and must recognize priorities and self-assign work to complete; Knowledge of firearms use and safety, comfortable handling firearms, less lethal weapons, and gases.- Must have excellent verbal and written communication skills;- Requires the ability to conduct research, analyze data, and report on results verbally and in writing;- Requires the ability to lift up to 50 lbs.Travel Requirements:
