Summary of what the candidate must have to applyTo apply for this role you must have proven experience in environmental or regulatory enforcement, including evidence gathering, statement writing, issuing notices and handling cases through to legal action. You must be confident conducting patrols, dealing with challenging behaviour, and applying statutory powers lawfully. Strong knowledge of environmental legislation, good IT skills, and the ability to work independently across a varied rota are essential. A full driving licence is required.
The role:You will patrol public spaces, investigate environmental offences and take appropriate enforcement action in line with legislation and the council's enforcement strategy. The role includes noise nuisance response, inspections, evidence gathering, drafting legal notices, issuing fixed penalty notices and preparing prosecution files. You will work a varied rota including evenings and weekends, using body worn cameras, council vehicles and technical equipment to support investigations. Partnership work with police, statutory agencies and internal teams forms a key part of the role.
Key accountabilities- Lead investigations into environmental offences including littering, fly tipping, commercial waste breaches, noise nuisance, dog control and abandoned vehicles.
- Manage casework from initial report through to evidence gathering, statement writing and preparation of legal notices or prosecution bundles.
- Develop and implement enforcement activity through patrols, inspections, surveillance and targeted operations across the borough.
- Ensure compliance with relevant environmental, statutory and health and safety legislation, maintaining accurate records and evidence.
- Work closely with police, partner agencies and internal teams to share intelligence and deliver joint operations.
- Proven experience in a frontline enforcement role, including evidence gathering, interviewing under caution and writing contemporaneous notes.
- Demonstrated experience producing and serving legal notices and attending court as a witness.
- Experience dealing with noise nuisance or other statutory nuisances.
- Strong ability to deal with irate or distressed customers, with proven de escalation skills.
- Ability to run investigations and cases independently through to conclusion.
- Strong IT skills, including use of Microsoft Office and mobile technology.
- Ability to prioritise workload and meet deadlines within a busy operational environment.
- Strong understanding of environmental and statutory legislation and enforcement powers.
- Familiarity with health and safety legislation related to frontline operational work.
- Full driving licence.
- Willingness to work evenings, weekends and out of hours rota patterns.
