Description

We currently have a vacancy for an Enterprise Architect fluent in English, to offer his/her services as an expert who will be based in Brussels, Belgium. The work will be carried out either in the company's premises or on site at customer premises. In the context of the first assignment, the successful candidate will be integrated in the Development team of the company that will closely cooperate with a major client's IT team on site.

Tasks:

  • Develop and maintain a cohesive enterprise architecture strategy to ensure alignment, interoperability, and modernization of trans-European IT systems in compliance with EU regulations and best practices;
  • Ensure compliance with EU regulations (GDPR, eIDAS, taxation directives) by defining and enforcing technical standards for data exchange, security, and interoperability, to harmonize IT infrastructures, and establishing IT governance policies aligned with COBIT, ITIL, and EU guidelines;
  • Design business process models using BPMN, ARIS, and UML, defining enterprise architecture with frameworks like TOGAF and ArchiMate, guiding business-IT alignment in taxation projects, and supporting the development and implementation of digital strategies;
  • Develop and implement comprehensive data interoperability frameworks and API-driven integration models to enable seamless, secure, and efficient data exchange and system connectivity.

Requirements

  • Master's degree in IT or relevant discipline, combined with 16 years of relevant working experience in IT;
  • At least 5 years of specific expertise in managing application servers (Oracle WebLogic or similar), and in ORACLE;
  • At least 5 years of specific expertise in the design of data analytics solutions;
  • At least 5 years of specific expertise in data visualization and BI solutions;
  • At least 5 years of experience in designing and supporting applications which contain and manage very sensitive information;
  • At least 5 years of expertise in ARIS;
  • Expertise in COBIT, and in ensuring Member States' IT implementations align with standard EU frameworks;
  • Proficiency in business process modelling standards (BPMN, UML, ArchiMate), and in cloud architectures (e.g., AWS, Azure, GCP) and hybrid IT models;
  • Very good knowledge and practice in Service-Oriented Architecture (SOA) and RESTful web services;
  • Strong experience in enterprise architecture frameworks (e.g., TOGAF, Zachman), IT governance, risk management, and compliance frameworks;
  • Strong experience with Agile tools: JIRA, Confluence, SMT, Scrum, SAFe, Kanban;
  • Experience in microservices, containerization (Docker, Kubernetes), and DevOps practices, in enterprise modelling tools, and with quality assurance frameworks and IT service management (ITSM, ITIL);
  • Knowledge of trans-European taxation IT systems and their compliance mandates, such as VIES, ViDA, VAT Exemption Certificate, Special Scheme for SME;
  • Familiarity with enterprise modelling tools (e.g., ArchiMate, Sparx EA);
  • Understanding of CI/CD pipelines, automation, and Infrastructure as Code (IaC);
  • Certifications and standards in the following areas are required: PMP or Prince2, Agile certifications as PMI-ACP or Scrum Master, Certified in PM -Agile;
  • Excellent command of the English language. Knowledge of additional EU languages (French, German, etc.) is an asset.
