The Environmental Regulation function is responsible for the day-to-day management of environmental regulation and compliance. The function monitors the compliance of the water and wastewater network and treatment works, influences external environmental policy and manages environmental stakeholder relationships. Environmental Regulation provides expertise to the Uisce Éireann business on influencing environmental policy and managing stakeholders around environmental regulation affecting Uisce Éireann's practices. The function provides regulatory expertise to the business, including the Senior Leadership Team, in all aspects of environmental regulation. The team provides support on legislative and regulatory changes that will affect Uisce Éireann policies in the future
The Drinking Water Compliance Team is responsible for managing the provision of drinking water monitoring processes with the centralised focus of ensuring both statutory and operational requirements are met. The team develop and support a national strategy for monitoring, sampling, and analytical services across chemical, microbiological, virus and specialist parametric criteria.
Reporting to the Drinking Water Reporting Lead, the Drinking Water Compliance Analyst HQ is responsible for supporting the provision of quality sampling processes (all quality monitoring and analysis) for Water Services in line with both statutory and operational requirements; compiling compliance reports and assisting in the development of system solutions to meet compliance monitoring and reporting requirements. The role will be based in the HQ office.
Main Duties and Responsibilities:- Support the development and maintenance of National Sampling Plans.
- Responsible for tracking delivery of the National Sampling Plan and liaising with Regional Teams to facilitate further decision making.
- Liaise with the Compliance team to identify specific system development requirements. Act as the technical point of contact for IT business analysts and developers. Undertake User Acceptance Testing of systems throughout development.
- Assist in the development and maintenance of advanced data analysis solutions to facilitate compliance data management and reporting requirements.
- Review Compliance monitoring data, incidents, compliance investigations, EPA Files and complaint data and support the HQ and Regional teams by undertaking trend analysis, reporting, and liaison to facilitate follow up activities.
- Support national reporting arrangements with respect to compliance programmes, environmental assessments, annual environmental reports, the Remedial Action List.
- Review the performance of existing data analysis and reporting systems, identify and implement appropriate improvements.
- Interact frequently with key internal stakeholders to ensure cross functional understanding and alignment of key Compliance priorities.
- Provide regular progress updates to the Reporting Lead.
- Contribute to achieving the objectives and targets of the Environmental Regulation Team Plan, and the Uisce Éireann Business Plan.
- Generate outputs in the form of Reports, Instructions, Templates, Standard Operating Procedures etc. in standardised and consistent formats that convey data and decisions in a systematic manner.
- Ensure systems capture and align with emerging needs of the business and provide information and direction to stakeholders based on the generated outputs of the system.
- Support the generation of national monthly compliance metrics, KPIs, and statistics.
- Provide information and data in a high quality format to other functions and departments as required to support their needs.
- Ensure compliance with HSQE (Health Safety Quality Environment) procedures.
- Act as the key interface between regional and central personnel to ensure actions and information are communicated and tracked.
- Complete any other duties pertinent to the role as requested.
- Collaboration with key internal stakeholders across the UÉ business
- Responsible for promoting and delivering health and safety commitments across UÉ and its supply chain, reinforcing positive behaviours and delivering health and safety objectives and requirements to the highest industry standards
- Support the delivery of the Uisce Éireann Transformation Programme, driving results required within the Directorate and supporting organisation-wide objectives
- Conduct duties and responsibilities in accordance with Uisce Éireann's Information Security policies, standards, processes and controls to protect the confidentiality, integrity and availability of UÉ business information and delivery of critical services, in accordance with the NIS Directive and any other relevant cybersecurity regulation
- Other duties as required
- Relevant third level qualification and/or accreditation is desirable and/or relevant experience
- A minimum of 3 years' experience in the water, utilities or similar industries is desirable
- Full Clean Irish Driving License
- Experience in independently resolving customer challenges while maintaining high service standards.
- Ability to develop effective partnerships with a wide range of stakeholders and ability to look for and listen to diverse perspectives.
- Strong analytical skills and ability to identify problems and make improvement decisions that benefit the team/communities.
- Proven track record in identifying opportunities for process improvements and innovation.
- Demonstrate the ability to fix safety issues quickly and look for improvements in line with business strategy
