Reporting to the ChiefExecutive Officer, the Director of Human Resources is responsible for theprovision of HR services, support, guidance and strategic leadership to theHospital through a team of HR professional staff.

Key Responsibilities Specific Accountability and Role PurposeThe Director of Human Resources will be responsible for the effective and efficient:
- Delivery of 'fit for purpose' HR function, HR services, policies and procedures
- Delivery of strategic HR and change management interventions to enhance the effectiveness of the hospital operations
- Development of a value-adding workforce planning process
- Delivery of leadership, people and talent management initiatives
- Creation of an employee relations environment that is consistent with best practice
- Management of the HR Directorate professional team
Work collaboratively with the CEO and colleagues on the Executive Management Team to develop a human resources strategy and implementation plans for the hospital that are aligned to the Group strategy.
Support the implementation of the strategy for the hospital in conjunction with the CEO and Executive Management Team and ensure its successful delivery.
Lead and direct the Senior HR Management Team in ensuring that the day-to-day activities and HR resources are managed and coordinated to provide a first-class service.
To build and maintain relationships with all internal and external stakeholders, inclusive of the SVHG Board, CEO, EMT, Dublin Southeast Regional Health Authority, HSE, University College Dublin and other third level institutions.
Support the CEO and Executive Management Team in delivering the hospitals' vision to be the employer of choice in health services.
Develop and implement HR policy consistent with best practice and public service norms and actively focus on delivering/enabling continuing education and research activities.
Develop and implement initiatives to promote open communications throughout the hospital.
Specific areas of responsibility and accountabilityBe responsible and accountable for the HR organisation and day-to-day operation and delivery of effective and efficient HR services throughout the hospital.
Work collaboratively with colleagues from the hospital's Executive Management Team in:
- Analysing and evaluating services, demands and healthcare trends.
- Identifying opportunities for the development of both existing and new services to meet the health needs of the population served by the hospitals.
- Developing strategic HR and operational/change management plans to develop existing and new services, both short term and long term.
Drive the development and implementation of appropriately focused people planning and control systems at the hospital. These systems must drive responsibility and accountability for best practice at all levels.
Lead development of and maintain effective workforce planning systems and workforce policies and procedures that support service modernisation and provide effective patient care.
Lead the development of an appropriate Workforce Plan for the hospital in accordance with appropriate guidelines, for the approval of the CEO.
Ensure the HR Plans are implemented and monitored on a regular basis and that specified targets outlined in the Plan are achieved and that an appropriate set of HR Metrics and dashboards are available to the management of the hospital.
Continuously review HR operational processes, policies and guidelines at the hospital with a view to ensuring efficiency and effectiveness, with particular emphasis on benchmarking against contemporary best practices.
Implement the decisions and policies of the CEO expeditiously within the budgetary framework and report on their implementation on a regular basis.
Ensure effective structures are in place to support leaders and managers on employee relations and ensure the adoption of mechanisms for staff representation, communication and consultation across the hospital to foster productive and effective relationships with staff and their representatives.
Ensure appropriate effective representation and coordinate submissions for the hospital in all third-party forums where disputes or grievances have been referred for adjudication or arbitration.
Ensure the provision of an accurate and timely superannuation function to employees and ex-employees, consistent with relevant legislation on this subject.
Prepare an Annual HR report for the consideration and approval of the CEO.
Organisation Change and DevelopmentSupport the CEO in regularly reviewing and evaluating the efficiency of organisational frameworks applicable at the hospital and ensure that the HR function is appropriately aligned to deliver operational excellence.
Foster a culture of organisational effectiveness within the hospital, which enables staff to maximise their contribution to service objectives through appropriate personal and professional development.
Develop the change management capability of the hospital to ensure they are position to effectively deliver on necessary change initiatives.
Develop and implement organisational and people development programmes at the hospital in line with the Strategic Development Plan.
Lead the establishment and implementation of leadership and people development programmes to include Performance Achievement and Personal Development schemes.
