Job Description

On behalf of the Met Office, we are looking for a Digital Product Manager (Inside IR35) for a 12 month hybrid contract based 1 day per week in Exeter.

We are looking for an experienced, enthusiastic and driven Product Manager to join our Product Management team. You will be responsible for relaunching and managing a high-profile commercial consumer app. You will also be responsible for promoting product advocacy in the organisation by running this team as an exemplar.

Key Responsibilities
. Own and drive the end-to-end product life cycle for the mobile app: from concept and build to launch, continuous improvement and retire.
. Facilitate and drive the product team, SMEs and senior stakeholders throughout the product life cycle - includes building credibility and working with meteorologists, ASO, marketing, comms, scientists, and operations.
. Inform and embed a product framework that applies the GDS standard to the Met Office's context: a scientifically complex domain where market, disruptive technology (AI and others), commercial and corporate drivers apply equally. Incorporating prioritised user segments, needs/JTDB, user journeys and business outcomes as relevant.
. Craft, deliver to and maintain the product vision, strategy and outcomes roadmap using the product framework.
. Craft, deliver to and monitor product goals (eg OKRs) to realise the product strategy.
. Craft, monitor and respond to product performance measures (qualitative and quantitative) to continuously improve the product.
. Drive product advocacy throughout the organisation while building capability amongst the product Community of Practise.
. Uphold the team as an exemplar for the rest of the organisation, by driving continuous improvements in ways of working and the product offering itself.
. Drive lean experimentation at pace, while using innovative solutions to internal constraints (eg partnerships with external data providers) and managing cross-channel attribution challenges.
. Drive a service-design-led approach - with user journeys spanning the app, website and other MO-owned channels. Encouraging channel shifts (eg socials) where relevant.
. Adapt the role and practises depending on the context: from pairing with developers on writing stories, to identifying and responding to commercial drivers.

What We're Looking For
. Proven experience in agile dual track agile delivery (running continuous discovery whilst the team continuously deliver and optimise using methodologies such as kanban/SCRUM).
. Proven experience in launching and optimising commercial consumer mobile apps for Android and iOS.
. Proven experience in delivering product changes whilst supporting the organisation's shift to product thinking and ownership.
. Proven experience crafting and driving a product vision, strategy and roadmap where deep expertise Subject Matter Experts and other colleagues (such as marketing, operations, comms, change management) are Embedded in the team.
. Proven experience in drawing upon a range of data and insights to drive product decisions - including, but not limited to, market research, competitive analyses, ASO, shifting UX best practices, product analytics, qualitative surveys and other forms of ethnographic research.
. Proven experience in applying lean experimentation practices - such as A/B tests, beta features, and various tests such as click, fake door, concept and Wizard of Oz tests.
. Proven experience in driving end-to-end user life cycle metrics - particularly user acquisition and retention utilising cross-channel strategies, supporting ASO, informing marketing campaigns, personalised offerings and notifications.
. Proven experience in commercial experimentation - including paid advertising, affiliate marketing and freemium/subscription services.

Please be aware that this role can only be worked within the UK and not Overseas.
