Digital Change Lead

We are looking for a Digital Change Lead to join the Journal Office in the House of Lords. Internally, we call this position a Digital Procedural Services Manager. In this role you will directly support the sittings of the Chamber and Committees of the House, ensuring digital systems are in place and requirements are clearly understood and communicated.
You will shape and be a part of the ongoing digital innovation in this area, ensuring development, delivery and maintenance of the systems that support the core work of Parliament. You'll support the implementation of new technologies, embedding process change while advocating for and designing the vision of the digital future of the House of Lords.
We support hybrid working and you will be able to work three days from home and two days on-site at Parliament. This is an exciting opportunity for someone who enjoys working in a dynamic, evolving digital environment and who has the ability to build strong networks and relationships with stakeholders across Parliament and beyond.
You'll be accountable for-
- Along with the Head of Digital Procedural Services, jointly developing and implementing a strategy to support the uninterrupted delivery of Lords digital priorities.
- Developing spending proposals and related project documentation and advising and supporting governance boards and steering groups.
- Representing the House of Lords Administration in meetings with the software development team in the Parliamentary Digital Service (PDS)to advocate for House of Lords requirements, establishing tactical priorities, proposing and implementing solutions and alternatives to help resolve any outstanding issues and ensure robust communication.
- Ensuring that development work is appropriately prioritised and delivered in line with the Administration's overall digital objectives.
- Developing and delivering solutions and alternatives to the issues presented by business system failures on a tactical basis, often in a time-critical environment.
- Developing spending proposals and related project documentation and advising and supporting governance boards and steering groups.

What we're looking for-
- IT Skills: Exemplary IT skills and a strong understanding of the transformative potential of digital to deliver customer satisfaction
- Change Management: Demonstrate an understanding of, and experience in applying, models of change management together with an awareness of how to develop and deliver a strategy to maintain services when implementing changes and the risks and impacts of not managing change effectively
- Building Working Relationships: Experience in building and maintaining internal relationships and networks built on honesty, credibility and respect through excellent interpersonal skills and upholding the values of equality, inclusion and diversity at all times.
It would be even better if you had or if you're willing to learn
- Suitable digital project/programme management and/or business change qualifications, such as PRINCE2, MSP or ITIL.
- Experience of operating within a project/programme development environment
- An appreciation of the broad parliamentary context
- Experience of developing Python scripts and/or working with a range of large language models
